Estimates of income from Indirect Tax - Vehicle Registration Duty £3,000,000 -
R e d uce the estimate by £100,000 by exempting agricultural vehicles from the duty. AGRICULTURE AND FISHERIES COMMITTEE
Report
What is an "Agricultural vehicle"?
Driver and Vehicle Standards Department uses the same classification as the U.K. DVLA, the classification depends on the main use of the vehicle. The list is as follows:-
A g r icultural machines
A g r icultural material handlers A g r icultural tractors
L iv e stock carriers
C o m bine harvesters
R o o t crop harvesters
Fo ra ge harvesters
Sp ra yers
V in ers/pickers
M o w ing machines
Win drower
All of the above can be self propelled and, therefore, can be measured by engine capacity. With the exception of material handlers (e.g. forklifts) and tractors (most farms will have both), the number of self propelled agricultural vehicles on the Island are very small (e.g. there are only four or five sprayers).
In 2000, 41 new and used tractors were registered and in 2001 there were 44. During the first ten months of 2002, 53 agricultural vehicles were registered (compared to 7510 motor cars) as follows:-
4 7 tr a c to r s
5 m o w in g machines 1 c o m b in e harvester
An analysis of engine capacity shows that 36 (68%) of these would attract the highest level of the proposed duty i.e. £2,500. The best estimate from the Customs and Excise Department is that the loss in duty would be approximately £100,000.
Why should agricultural vehicles be exempt from VRD?
An analysis of the financial state of the industry over the past five years shows a pattern of deteriorating trading results in all sectors. This has resulted in severe pressure being placed on funds available for re-investment with a number of units going out of the industry.
Now is not the time to place any extra burden on the industry. Manpower implications
The Committee is advised that there are no manpower implications to this amendment.
