1. as recommendedby the EnvironmentandPublicServicesCommittee,the lease to Silverwood Business Park Limited ofthegroundand first floor office accommodationatBroadcastingHouse,RougeBouillon,St. Helier (together with 6 associated car parking spaces), for a periodof13months from 1stDecember 2004, at an annual rent of £23,000payablemonthly in advance,withnoprovision for a rent review, on the basis that the ingoing tenant would beresponsible for meeting the service charge paymentsin respect of the communal facilities and charges associated with thebuilding,andalso for meetingthelandlord'sfees in respectofthe preparation of the leaseinanamountof £200; and,
2. as recommendedby the HousingCommittee, the lease to Mr. Nicholas Paul HougardyandMrs.Niamh Veronica Hougardy,néeHayes,of a strip of land (measuring 92.5 square metres) located adjacent to the southern boundary of the property known as Tarawera,LeMontCochon,St. Helier, tobe used for the purpose of a private garden, for a period of nine years from 1st October2004,atan annual rent of £200 payable annually in advance to bereviewedannually in line withtheJersey Retail Price Index,on the basis that the Lessee would effect and maintain Public Liability Insurance cover for a sum of not less than £2 million andwouldberesponsibleforthe public's legalfeesupto a cost of£250.

The President of the Environment and Public Services Committee will table an answer to the following question asked by the Deputy of St. John -

" W ould the President inform members whether the management of the States property portfolio is undertaken to ensure that Committees' property needs are assessed across the range of properties held within this portfolio, irrespective of Committees having particular administrative responsibility for specific properties within this range, so that possible land or property exchanges can deliver best value for money and benefit to the community, such as in the provision of a new Police Headquarters? If not, would the President explain the reasons why?"

( a ) of the current value of the Duchess of Normandy and give details of what works have been carried out on

the vessel over the last three years, such as new engines, replacement electronics etc, and the value of the works carried out? and,

( b ) of the programme put in place to replace the vessel if any?"
