G. QUESTIONS

Senator E.P. Vibert has withdrawn his question to the President of the Finance and Economics Committee regarding that Committee's proposed tax reforms.

Due to a printing error on the principal Order Paper, a revised bottom sheet question paper is attached for members' information (grey) relating to a question by Senator E.P. Vibert of the President of the Economic Development Committee (and not the Finance and Economics Committee).

R&O 18/2004

This Order increases the rates of postage for parcels for delivery in Jersey or to another place in the British Islands. The rates were last increased in 1992. The rates of postage for delivery of parcels in Jersey are increased by 20%-36%. The rates of postage for delivery of parcels to another place in the British Islands are increased by 66%-149%, according to the weight of the parcel, and reflect an increase in charges made by the British Post Office for delivery.

The Order was made on 12th March 2004, and comes into force on 6th April 2004.

R&O 19/2004

This Order amends the Post Office (Foreign Parcel Post Provisions) (Jersey) Order 1979, so as to specify and amend the rates of postage for air and surface parcels for delivery outside the British Islands. The rates were last increased in 1995. The amendments result in reductions of up to 47% in charges for delivery to certain destinations and increases of between 14.9% and 298% for delivery to other destinations, according to the weight of the parcel. The revised charges are based on actual delivery costs.

The Order was made on 12th March 2004, and comes into force on 6th April 2004.

Senator E.P. Vibert will ask the following question of the President of the Economic Development Committee – W ould the President inform members

( a ) whether the Committee is aware of any disquiet amongst senior executives working in many of the

smaller local Trust companies regarding the way in which the Jersey Financial Services Commission (JFSC) is handling the administration of the legislation under which Trusts operate?

( b ) how many smaller Jersey based Trust companies have re-located out of Jersey in the last two years and

how many jobs have been lost in this area in the same period? and,

( c ) whether the Committee has confirmed that the Financial Services (Jersey) Law 1998, and the Trusts

(Jersey) Law 1984, which are administered by the JFSC are human rights compliant?
