R&O 147/2004
This Order clarifies the entitlement to the personal relief from excise duty provided by Article 3 of the Excise Duty (Relief and Drawback) Order so that it applies only to a journey from another of the British Islands or another country.
The Order also redefines "hire vehicle" so that it has the same meaning in this Order as it has under the Motor Vehicle Registration (General Provisions) (Jersey) Order 200-.
The Order was made on 3rd December 2004, and comes into force on 1st January 2005.

The purpose of this Order is to increase –
- t he application fee payable by a person who is, or is intended to be, in chargeof a residential home from £60.50 to £62;
- t heapplication fee payableby a person carryingon a residential home from £142.50 to £146;and
- t heannualfee payable by the person registered in respect oftheresidentialhome from £72.75 to £74.50.
The fees have increased by 2.5% and were last increased on 1st January 2004.
The Order was made on 3rd December 2004, and comes into force on 1st January 2005.

The purpose of this Order is to increase –

This Order increases the fees payable –

This Order increases –
- f rom £208 to £213 the fee for the first application for a licence tocarry on a nursing agency;
- f rom £102.50 to £105 the fee for renewal of a licence to carryon a nursing agency; and
- f rom £82 to £84 the fee to transfer to different premises a licence to carry on a nursing agency.
The fees have increased by 2.5 % and were last increased on 1st January 2004.

REPORT
A very thorough examination through the Scrutiny process of the Agri-Environment Scheme (now re-named Countryside Renewal), which was approved by the States on 26th July 2002, has demonstrated overwhelming support for the principle of improving the Countryside through such a scheme.
Based on the evidence and the strength of the submissions received by the Panel, the main conclusion and recommendation of the Panel is that a Countryside Renewal Scheme should be implemented with the least possible delay.
It was also clear that the desirability and importance of any such scheme has not been fully understood, however, the consequences on non-implementation have been clearly stated by the National Trust whose submission was so succinct, that it has been reproduced in the Scrutiny Panel report.
It should be borne in mind that both the principle and the funding were supported by the States in July 2002 and it is the lack of funding which has prevented any progress being made.
It would be up to the Environment and Public Services Committee together with the Industry to agree the precise detail and implementation of the Scheme and this proposition presents an opportunity for the States to show a commitment to one of the Island's most important assets both for locals and tourists, that of the countryside and the environment.
