Explanatory Note regarding subordinate legislation tabled at this meeting.
R&O 64/2005.
This Order provides for the closing of public roads and places to enable the holding of the Jersey Battle of Flowers, that is –
- t heBattleof Flowers onThursday 11th August2005;and
- t heMoonlightParadeonFriday 12th August2005.
The Order also sets out certain conditions relating to these closures. The Order was made on 7th July 2005.

The effect of this Order is to allow the St. Martin's Gymkhana and Fête Committee to use Gorey Pier for the purpose of holding the Gorey Fête on Thursday, 18th August 2005.
It also authorizes the Fête Committee to close the site to traffic temporarily, and to impose temporary traffic restrictions in other roads, between Tuesday, 16th August 2005, and Friday, 19th August 2005.
The Order was made by the Environment and Public Services Committee on 2 00-, on the application of the Fête Committee and after consultation by the Committee with the Connétable s of Saint Martin and Grouville and the Harbours and Airport Committee.

R&O 66/2005.
This draft Order implements 2 European Council Regulations relating to Cote d'Ivoire.
The Order gives those EC Regulations full force and effect in Jersey, with modifications (principally in order to specify that the Policy and Resources Committee shall have the functions of "competent authority" set out in the Regulations).
The Order also requires persons to provide certain information to the Policy and Resources Committee in relation to the duties imposed by the EC Regulations and creates offences of failing to comply with the requirements of the EC Regulations.
The Order was made on 7th July 2005, and comes into force in accordance with Article 9. R&O 67/2005.
This Order re-enacts the implementation of Council Regulation (EC) No. 314/2004 which concerns restrictive measures in respect of Zimbabwe so as to incorporate -
- am endments to the list ofcompetent authorities set out in Annex IIto that Regulation; and
- th e substitution ofthelist of personsinAnnex III to that Regulation to whom certain restrictive measures relate.
The Order was made on 7th July 2005, and comes into force in accordance with Article 9.

A t th e end of paragraph (a)(iii) add the words –
" b u t that kerbside collections should only be introduced if the bring bank' system is not successful in increasing recycling".
CONNÉTABLE OF ST. OUEN
REPORT
The Connétable s fully support the principle of recycling. The success of recent newspaper bring bank' collection points introduced by the Environment and Public Services Committee shows that the public are also supportive of recycling.
However, the Environment and Public Services Committee considers that its recycling target can only be met if there is a kerbside collection. The Connétable s do not share this view and believe that, if sites are conveniently located, an increasing amount of waste will be recycled as the public become accustomed to the bring bank' method of disposal.
The bring bank' system of disposal is an accepted way of life in many other countries including France. At recent Parish events with our twinned regions the culture of recycling has been evident, with guests automatically looking for the appropriate collection point for refuse. To achieve such a change in behaviour locally will require greater promotion and education together with bring bank' collection points being conveniently located around the Island.
The Comité would also point out that there is currently no kerbside collection of glass in the Parish of St. Helier and glass collection is successfully achieved entirely through a bring bank' system.
These examples serve to support the view that recycling targets could be achieved through bring bank' systems together with enhancing public awareness and education of the benefits of recycling.
