Explanatory Note regarding subordinate legislation tabled at this meeting.

(See Item B)

R&O 70/2006

This Order makes changes to the Rabies (Importation of Dogs, Cats and Other Mammals) (Jersey) Order 1974 largely consequential on the making of the Non-Commercial Movement of Pet Animals (Jersey) Regulations 200- .

Article 1 contains the interpretation provisions.

Article 2 defines "Pet Animals Regulations" as referring to the new Regulations.

Article 3 amends the provisions in Article 2 of the principal Order exempting the prohibition on landing animals in Jersey to refer to the new scheme.

Article 4 inserts a new paragraph into the quarantine requirements of Article 3 of the principal Order so as to exempt rodents and lagomorphs (hares and rabbits) from needing to be quarantined where they are imported for research or to the Durrell Wildlife Conservation Trust. Article 7 makes a consequential amendment to Article 6 of the principal Order with respect to this new paragraph.

Article 5 replaces the provisions with respect to release from quarantine with a provision whereby the Minister for Planning and Environment may grant a licence releasing a pet dog, cat or ferret from quarantine if he or she is satisfied that the pet could be brought into Jersey under the new scheme.

Article 6 updates the wording of Article 5 of the principal Order concerning vaccinations of dogs and cats in quarantine to match with the new scheme.

Article 8 revokes the previous amending Order which is now redundant.

Article 9 is the citation provision and provides for the commencement of the Order.

The Order was made by the Minister for Planning and Environment on 29th June 2006, and comes into force on 5th July 2006.

R&O 71/2006

The effect of this Order is to allow the St. Martin's Gymkhana and Fête Committee to use Gorey Pier to hold the Gorey Fête on Thursday 17th August 2006 and, for that purpose, to impose certain traffic restrictions between Tuesday 15th August 2006, and Friday 18th August 2006.

The Order was made on 23rd June 2006, and came into force forthwith.
