This Order prescribes increased fees for applications for planning permission and building work. The increase is of varying amounts but most are equivalent to an increase of 2.5% rounded up to the nearest £5. The opportunity has been taken to put on a statutory footing some of the concessions currently allowed by the Minister. Some minor changes are made to the Building Bye-laws to reflect the fact that the fees are now being made by this Order and to correct a cross-reference.

The object of this Order is to set out the things that may be deposited, or done, at sea without the licence normally required under Part II of the Food and Environment Protection Act 1985 as extended to Jersey by the Food and Environment Protection Act 1985 (Jersey) Order 1987.
However, such an exemption does not affect other requirements, such as those contained in the Water Pollution (Jersey) Law 2000, the Shipping (Jersey) Law 2002 or the Waste Management (Jersey) Law 2005.
The exemptions are intended to reflect in relation to Jersey most elements of a regime that applies in relation to the United Kingdom by virtue of the Deposits in the Sea (Exemptions) Order 1985 made under the Food and Environment Protection Act 1985 of the United Kingdom.

This Order amends Schedule 1 to the Animal Welfare (Jersey) Law 2004. Schedule 1 sets out operations that may be performed without an anaesthetic. Currently, the castration of a pig with a scalpel may be carried out without an anaesthetic if it is done within the first month of the pig's life. The amendment reduces the period within which the operation may be carried out without an anaesthetic to the first week of the pig's life.

This Order would exempt businesses and animal sanctuaries that are already in existence on the day the Animal Welfare (Jersey) Law 2004 comes into force from the requirement to hold a licence to carry on the business or keep the sanctuary. The exemption is limited to an initial period of 6 months, to allow time for an application for a licence to be made. If no application for a licence is made during the 6 months period, the exemption ceases to have effect. If an application for a licence is made within the 6 month period, the exemption continues until such time as a licence is granted or refused without further right of appeal.

This Order sets the fee for an application for a licence, or renewal of a licence –
- t o run a businessdescribedin Article 14 of the Animal Welfare (Jersey) Law 2004; or
- to run ananimal sanctuary, described in Article 15 of that Law.

This Order lists poisons that are to be prohibited poisons for the purposes of Article 7 of the Animal Welfare (Jersey) Law 2004. Article 7 makes it an offence for a person to administer such a poison to an animal or to cause such a poison to be taken by an animal.

This Order increases the fees payable to accompany applications for a licence authorizing the use of a vehicle not complying with construction and use requirements by amounts not exceeding 2.5%. The fees were last increased on 1st January 2006. The new fees will take effect from 1st February 2007.

" F o ll owing his statement during the appointment process as Chief Minister that "well-structured scrutiny is vital to the success of ministerial government", and following the discovery by the Telecoms Review scrutiny sub-panel that certain Treasury meetings with parties contracted to advise on the implications of the sale were not minuted, what steps, if any, will the Chief Minister take to ensure at all Ministers and their Departments make a formal record of all significant meetings on policy matters so that the scrutiny function can have access to full information when undertaking a review?"
The Minister for Treasury and Resources will table an answer to the following question asked by Deputy G.P. Southern of St. Helier –
" I n l ight of the Minister's commitment to co-operation with scrutiny, would he explain why certain Treasury meetings with the contracted parties in the proposed sell-off of Jersey Telecom have not been minuted and, in particular, why there are no minutes of a meeting of 6th December 2006 between seven parties to discuss "the implications of the sale"? Would the Minister state how such procedures can be said to accord with good practice and explain how he considers that scrutiny can have access to full information in these circumstances?"
