R&O.70/2007.

This Order amends the road Traffic (Saint Clement) (Jersey) Order 1987, so as to make parts of La Rue de Jambart and La Rue Hamel one-way streets and to restrict waiting on parts of those streets and parts of La Grande Route de St. Clement.

The Order shall come into force 7 days after it is made. The Order was made on 18th May 2007.

R&O.71/2007.

This Order is intended to give continued effect to Council Regulation (EC) No  765/2006 of 18th May 2006, but as amended by Commission Regulation (EC) No  1587/2006 of 23rd October 2006), concerning certain restrictive measures in respect of President Lukashenko and certain other officials of Belarus. This Order replaces the Community Provisions (Belarus Sanctions) (Jersey) Order 2006.

The new Order continues the freezing of assets of President Lukashenko and other officials, all of whom are listed in Schedule 1. Certain officials have been added to the list since 2006.

The Order also provides that certain matters need to be, or may be, reported to the European and British Islands state authorities listed in Schedule 2.

The Order was made on 24th May 2007 and came into force on 25th May 2007. R&O.72/2007.

This  Order  is intended  to  give  effect to  Council  Regulation  (EC)  No. 1859/2005  of  14th  November 2005 concerning certain restrictive measures in respect of Uzbekistan.

That Regulation restricts the supply to Uzbekistan of certain goods that may be used for repressive purposes. The list of these goods follows a standard content for a number of Council Regulations and appears in the Schedule to the Order.

The Order was made on 24th May 2007 and came into force on 25th May 2007. R&O.73/2007.

This Order is intended to give effect to Council Regulation (EC) No 817/2006 of 29th May 2006 (as amended by Council Regulations (EC) No 1411/2006 of 25th September 2006 and No 481/2007 of 27th April 2007) concerning certain restrictive measures in respect of Burma/Myanmar. Just as the European Regulation repeals its predecessor, this Order revokes the Community Provisions (Burma/Myanmar Sanctions) (Jersey) Order 2005.

The 2006 Regulation restricts the supply to Burma/Myanmar of certain goods that may be used for repressive purposes. The list of these goods follows a standard content for a number of Council Regulations and appears as Schedule 1 to this Order.

The 2006 Regulation also freezes the assets of members of the Government of Burma/Myanmar (listed in Schedule 3 to this Order) and prohibits dealings with the State-owned enterprises of Burma/Myanmar (listed in Schedule 4 to this Order).

Certain matters need to be, or may be, reported to the European and British Islands state authorities listed in Schedule 2 to this Order.

The Order was made on 24th May 2007 and came into force on 25th May 2007.

This Order revokes the Electronic Communications (Jersey) Order 2000.

The Order was made on 25th May 2007 and shall come into force on 17th June 2007. R&O.75/2007.

This Order prescribes the procedure that will be followed before the Minister prepares the Island Plan or any amendment of it and presents it to the States for approval.

The Order was made on 30th May 2007 and came into force on being made.

"Although Jersey recently adopted the Kyoto Convention on climate change, the Chief Minister has indicated that he will not apply it to air travel. Would he advise how the goal of economic growth and the proposed new energy from waste plant will affect our ability to comply with the terms of the Convention and will he also give details of what work, if any, has been undertaken to assess what effect these, and other projects will have on our ability to comply?"

The Minister for Housing will table answers to the following questions asked by Deputy G.C.L. Baudains of St. Clement –

"1. With regard to the forthcoming sale of properties at Le Squez (phase 1B) would the Minister advise –

( a ) how the discrepancy between the price agreed in 2005 and current valuation occurred, and how he

will ensure a similar situation does not arise with regard to future sales?

(b ) w hether he has now resolved the dilemma of how to protect the public interest whilst at the same time

avoiding placing those purchasers recently advised of a rise in price and change in terms in a position of distress or difficulty?

2 . Would the Minister advise of the amount normally made available to tenants towards relocation expenses,

how it was arrived at, whether it is index linked and whether he considers that amount sufficient to enable someone to move without being out of pocket, especially those persons moved involuntarily?"

The Chief Minister will table an answer to the following question asked by Senator B.E. Shenton –

" F ollowing the publication of the Corporate Services Scrutiny Panel report: 'Review of the proposed sale of the former Jersey College for Girls site', would the Chief Minister advise the Assembly whether he continues to uphold views which he expressed to the States Assembly on the 28th March 2007 in support of the deal with Grange developments, in particular that, having been advised throughout by Drivers Jonas and others, the process was robust, professional, and correctly handled', and that it will result in a return to the public of significantly in excess of £3 million with no risk at all'?"

The Minister for Economic Development will table an answer to the following question asked by Deputy G.P. Southern of St. Helier –

  ( i) if a formal framework has been developed within the Tourism Strategy against which all grant

applications are considered?

( ii ) if a formal service level agreement has been established between the Economic Development

Department and the Jersey Conference Bureau?

grant levels?

( b ) In respect of the Enterprise and Business Development Strategy, would the Minister inform members –

various initiatives under the Enterprise and Business Development Scheme and give a breakdown as to how many there have been from each of the finance, agricultural and tourism sectors?

"Would the Minister advise the Assembly about the exclusive retail and catering agreement which exists at the Airport and explain whether this contract contravenes the Competition (Jersey) Law 2005? Would he further advise members of the anticipated total cost of the changes to the Departure hall, and whether research was undertaken to ascertain whether the loss of revenue from the non-travelling public would be offset by increased expenditure by travellers?"
