This Order would allow the States' Veterinary Officer to authorize suitable people who are not veterinary surgeons to artificially inseminate domestic animals. The Order was made on 28th July 2008 and came into force on 4th August 2008.
R&O.94/2008.
This Order revokes and replaces the Artificial Insemination of Domestic Animals (Jersey) Order 1952 consequent on the making of the Artificial Insemination of Domestic Animals (Bovine Semen) (Jersey) Order 2008. The Order was made on 31st July 2008 and came into force on 28th August 2008.

This Order regulates the collection, use, importation and exportation of bovine semen. The Order was made on 31st July 2008 and came into force on 28th August 2008.
R&O.96/2008.
This Order prescribes certain details in respect of Non-Profit Organizations ("NPOs").
Part 2 of the Order allows for the prescription of "significant" NPOs. The question of whether an NPO is a significant NPO will be determined when it registers and its details are considered.
The Order provides that when requested by the JFSC or any other person to do so a significant NPO must provide details of the persons running it. The JFSC can relieve an NPO from this obligation if it is satisfied that the release of the information to a person (other than the Commission) could place a person at risk of harassment or intimidation.
Part 3 of the Order prescribes what services an NPO must receive under the Financial Services (Jersey) Law 1998 to be a regulated NPO and therefore exempt from most of the obligations imposed on NPOs by the Law.
The Order was made on 5th August 2008 and came into force on the same date as Article 1 of the Non-Profit Organizations (Jersey) Law 2008, i.e. 8th August 2008.
R&O.97/2008.
This Order replaces and updates the restrictive measures imposed in respect of Burma/Myanmar, having regard to Council Regulation (EC) No. 194/2008.
Article 1 defines expressions used in the Order.
Article 2 prohibits the importation, purchase or transportation of goods which have either originated in, or been exported from, Burma/Myanmar.
Article 3 allows an exception from Article 2 for goods which had been shipped before the Order came into force. However, if documentation cannot be produced to prove that the goods were so shipped, the Agent of the Impôts must detain the goods. Schedule 2 sets out procedures for their forfeiture and disposal.
Article 4 prohibitions the exportation of equipment to Burma/Myanmar if it is of a kind that might be used for internal repression.
Article 5 prohibits the exportation of certain goods, described in Schedule 4, to enterprises engaged in specified industries in Burma/Myanmar.
Article 6 allows an exception for goods which had already been shipped from Jersey before this Order came into force.
Article 7 prohibits the provision of technical or financial assistance related to military activities, for use in Burma/Myanmar.
Article 8 prohibits the provision of technical assistance to enterprises engaged in certain industries in Burma/Myanmar.
Article 9 allows the Chief Minister to authorize certain exceptions from the prohibitions imposed.
Article 10 prevents an authorization being retrospective.
Article 11 requires the freezing of the funds of members of the government of Burma/Myanmar and of entities associated with them. It further prohibits the making of funds available to those members and entities.
Article 12 allows certain payments into accounts that are otherwise frozen under Article 11. Article 13 empowers the Chief Minister to authorize, subject to conditions, the release of frozen funds or the making available of funds or resources.
Article 14 limits a person's liability for acts done in compliance with the Order, unless the acts were done in bad faith or negligently.
Article 15 restricts the giving of financial assistance to, or involvement in, certain enterprises.
Article 16 imposes a duty on persons in Jersey to provide information to the Chief Minister so as to facilitate compliance with this Order.
Article 17 empowers the Chief Minister to ask a person for information or to produce documents for the purpose of ensuring compliance with this Order or facilitating compliance with the Council Regulation mentioned above. Article 18 restricts the purposes for which the Minister may use the information so provided.
Article 19 makes it an offence to contravene the prohibitions and restrictions in the Order, to provide false information under the Order or to evade providing information under the Order.
Article 20 applies certain powers and procedural provisions in the Customs and Excise (Jersey) Law 1999 to the offences in Article 19.
Article 21 allows the Chief Minister to delegate functions under this Order.
Article 22 defines the persons and places to which the Order applies.
Article 23 revokes the existing Order imposing restrictive measures in respect of Burma/Myanmar.
Article 24 provides for the citation and commencement of this Order.
Schedules 1 and 3 to 7 contain information about goods, persons and enterprises to which or whom the provisions of the Order relate.
Schedule 2 establishes a procedure for the forfeiture and disposal of goods which are imported in contravention of the prohibitions in this Order.
The Order was made on 8th August 2008 and came into force on 15th August 2008. R&O.98/2008.
This Order increases the security charge element of airport dues for each passenger to £1.80 from 1st September 2008. The previous charge for this element was £1.60 and came into force on 1st January 2008. The Order was made on 13th August 2008 and came into force on 1st September 2008.
R&O. 99/2008
This Order amends the Collective Investment Funds (Unregulated Funds) (Jersey) Order 2008 principally as a consequence of changes made to the Financial Services (Jersey) Law 1998 which mean that the requirement for a functionary of an unregulated fund to be registered is now contained in that Law.
The only restriction now needed in the Order being amended is a restriction on the classes of functionaries providing registered offices for unregulated funds that are companies issuing units. The Order was made on 15th August 2008 and came into force on 22nd August 2008.
R&O.100/2008.
The object of this Order is to amend Schedule 2 to the Financial Services (Jersey) Law 1998 in order to ensure that –
- a company acting only as a general partner ofanunregulated fund does not need tobe registered under that Law in that connection;
- a company acting onlyas a trustee ofanunregulatedfund does not need to be registered under that Law in that connection; and
- a company acting only as general partner or trustee (orboth) of one ormoreunregulatedfunds that are limited partnerships or unit trusts, buttogethermakeup part or the wholeofoneschemeor arrangement,doesnot need to be registered under that Law in that connection.
The Order was made on 15th August 2008 and came into force on 22nd August 2008.
R&O.101/2008
This Order inserts provisions into the Road Traffic (Speed Limits) (Jersey) Order 2003. The inserted provisions are concerned with part-time speed limits in particular circumstances and override the more general speed limit provisions in the Order.
Article 1 defines the Road Traffic (Speed Limits) (Jersey) Order 2003 as the principal Order.
Article 2 amends the interpretation Article of the principal Order by inserting a definition of "speed limit". Article 3 inserts Articles 4A, 4B and 4C into the principal Order.
The inserted Article 4A prohibits driving at a speed exceeding that indicated by a traffic sign placed and operated by the Minister for Transport and Technical Services in accordance with the inserted Articles 4B and 4C.
The inserted Article 4Ballows a specified traffic sign to be operated within 500 metres from a school between 8 a.m. and 5.30 p.m. during term time or at any other time when the school is open to children and indicate speed limit of 20 mph.
The inserted Article 4C provides for a sign to be placed within 100 metres of works. The sign is to be in permanent operation when so placed and will indicate the applicable speed limit.
Article 4 cites the title of the Order and provides that it will come into force 7 days after it is made.

This Order provides for the signs to be used to indicate the beginning and end of part-time speed limits at schools. This Order also makes provision for the Island-wide speed limit sign to be used. The Order was made on 15th August 2008 and came into force on 22nd August 2008.

This Order sets out a scheme for the payment of certain discretionary grants and allowances to students over compulsory school age, including the factors to be taken into account in deciding the levels of grants and allowances under the scheme. The Order was made on 26th August 2008 and came into force on 1st September 2008.

This Order sets out maximum amounts that may be paid by way of certain discretionary grants and allowances to students over compulsory school age, as well as setting the amounts that may be required as contributions from independent students or the parents of dependent students.
