R&O.172/2008.

This Order exempts certain persons carrying on certain kinds of business from the requirement to be registered under the Proceeds of Crime (Supervisory Bodies) (Jersey) Law 2008 in respect of such business until 19th June 2009. The exemption applies to persons carrying on a regulated business and applies only in respect of business falling within items  4, 5 or 6 of the Schedule to that Law. Persons carrying on a regulated business are, broadly, persons carrying on business under the Banking Business (Jersey) Law 1991, the Insurance Business (Jersey) Law 1996, the Collective Investment Funds (Jersey) Law 1988, or the Financial Services (Jersey) Law 1998 ("the regulatory Laws"). Items 4, 5 and 6 of the Schedule refer broadly to certain kinds of business exempt from registration or regulation under the regulatory Laws.

The Order was made on 19th December 2008 and came into force forthwith. R&O.1/2009.

This Order replaces the Community Provisions (Restrictive Measures – Iran) (Jersey) Order 2007. It updates prohibitions and restrictions on trade with Iran, provisions for the freezing of funds of persons connected with Iran and provisions for the reporting of transactions connected with Iran. It also introduces requirements for the provision of information, in the event that Iranian carriers arrive at or depart from the harbours or airport.

The Order was made on 2nd January 2009 and came into force on 8th January 2009.

BIOGRAPHIES

Mr. Martin Paul Magee

Mr.  Magee (48) joined the Jersey Electricity Company as Finance Director in May 2002. He moved from Scott ish Power Plc, the UK based utility, after 9  years in a variety of senior finance roles at a corporate level, but also as Financial Controller of its telecom subsidiary and the electricity supply and distribution business. He previously worked for 9  years with Stakis Plc. (now part of the Hilton Hotels Group) in a number of positions including Company Secretary and Development Manager within its Leisure Division, as well as spending 2  years in Spain with its hotels business. He is a member of the Institute of Chartered Accountants of Scotland, having qualified in 1984. He was born in Glasgow in 1960 and is married with 2  sons. Mr.  Magee served on the previous PAC and will provide a degree of continuity.

Mr. Patrick John Dennis Ryan

Mr.  Ryan (60) is Jersey-born and was educated at Victoria College and Elizabeth College, Guernsey. After UK training in mechanical engineering his entrepreneurial career (principally in the motor trade) developed with UK- based companies and then, after his return to the Island in 1979, local companies such as Cleveland Garages, as Managing Director, until its sale in 1988 and then the Freelance Motor Group which he sold in 2002. He remains non-executive chairman of, and shareholder in, the commercial landscaping company Augrès Landscape.

In 2002 he successfully stood as a Deputy in St.  Helier No.  1. His States career included the Presidency of th Committee for Postal Administration during the difficult transition towards incorporation between 2002 and 2005, and this first 3  year term also included membership of the Economic Development Committee, where he had responsibility for Competition Law, Consumer Affairs, the Construction Industry and the Financial Services Sector in 2004/5.

After re-election, and for the last 3  years, Mr.  Ryan led the Corporate Services Scrutiny Panel as its Chairman, th Panel completing a number of complex reviews into the Fiscal Strategy, including GST, zero/ten and other taxes, as well as more general items such as Bovine Semen Importation, Age of Consent and States Property matters.

Mr. Kevin Keen

Kevin Keen (50) was born and educated in Jersey. After working in the local accounting profession from the age of 16  years, he joined Le Riche Group in 1985 where he was appointed Group Finance Director in 1995 and subsequently  Managing  Director  of  the  largest  division  in  2000.  He  joined  Jersey  Dairy  in  early  2003  as Managing Director, and led that business through a period of substantial and successful change before leaving in 2007 to pursue other interests.

He  is  currently  Finance  Director  of  Voisins  Department  Store  and  also  non-executive  director  of  3  local companies, one of which is Jersey Water. In addition, he is actively involved in a number of not-for-profit organisations, including the Jersey Battle of Flowers Association and Family Nursing and Home Care.

Mr.  Keen  is  a  fellow  of  the  Association  of  Chartered  Certified  Accountants  and  the  Chartered  Institute  of Management Accountants. He also holds the degree of Master of Business Administration awarded by the University of Stirling.
