Explanatory Note regarding subordinate legislation tabled at this meeting. (See Item B)

This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 "principal Order". Article 1is an interpretation provision.
Article 2amends the definition of "public parking place" in the principal Order to refer to a description of public parking place specified in Schedule 1 to that Order. Currently, public parking places are specified in Schedule by name or by the vicinity in which the public parking place is situated. In some cases however, a car park can be more easily identified by description.
Article 3substitutes Schedule 1 to the principal Order. Two new public parking places are added: these are the Ann Place Car Park and the Charles Street Car Park, both in St. Helier . The substituted Schedule also names each of the car parks specified in Schedule 1 or provides a description of them, rather than, as is the case in the current Schedule 1, referring in many casesonly to the name of the street or road in the vicinity of which the car park is situated.
Article 4amends the principal Order so as to allow a maximum parking period of 7 continuous days at the Ann Place Car Park and a maximum parking period of 3 hours during any one visit to the Charles Street Car Park.
Article 5amends the principal Order so that for both the Ann Place and Charles Street car parks the pay period is between 8 a.m. and 5 p.m. on any day except Sunday and the charge is one parking unit for each period of one hour or part of an hour.
Article 6amends the principal Order so that, in respect of Ann Place Car Park, commercial vehicles with an overall length of 15 feet or more and agricultural vehicles may be parked without written permission.
Article 7sets out the title of the Order and provides that it will come into force on 24th January 2011. The Order was made on 14th January 2011 and comes into force on 24th January 2011.

This Order amends the fees relating to the Minister's consent for a housing transaction (that is, a sale or transfer of land or a registered contract of lease).
The fee for an application for the Minister's consent for a transaction in respect of which the conditions for the Minister's consent are set out in Regulation 1(1) of the Housing (General Provisions) (Jersey) Regulations 1970 is increased from £60 to £65.
The fee for an application to vary the Minister's consent in relation to such a transaction is increased from £25 to £30.
The fees were last increased on 1st February 2010, and the Order that made that increase is now revoked. The Order was made on 14th January 2011 and comes into force on 21st January 2011.
