The Community Provisions (Restrictive Measures – Somalia) (Jersey) Order 2011 "the 2011 Jersey Order") makes provision for the implementation of Council Regulation (EU) No. 356/2010 imposing certain specific restrictive measures directed against certain natural or legal persons, entities or bodies, in view of the situation in Somalia. Those measures include the freezing of the assets of the persons listed in Annex I to the Council Regulation and a ban on providing to those persons technical, financial or investment services for goods, technology, or activities, of a military nature.
Council Implementing Regulation (EU) No. 943/2012 of 15 October 2012 changes Annex I to add two individuals to the list of persons whose assets are frozen and to amend the identifying information of one existing entry.
This Order changes the date specified in the definition of "Council Regulation" in the 2011 Jersey Order so that in effect the changes to Annex I are brought within the scope of the 2011 Jersey Order.
Article 2A of the 2011 Jersey Order makes provision for the implementation of Article 3b of Council Regulation (EU) No. 147/2003 concerning certain restrictive measures in respect of Somalia. Article 2A imposes a specific ban on trading in charcoal from Somalia. This Order changes a date specified in Article 2A simply to ensure that the reference there to Council Regulation (EU) No. 147/2003 is to that Council Regulation in its up-to-date form, even though no change has been made to the specific provision on charcoal in that Regulation.

This Order amends the Community Provisions (Restrictive Measures – Syria) (Jersey) Order 2012, which gives effect to Council Regulation (EU) No. 36/2012 concerning restrictive measures in view of the situation in Syria.
The amendment gives effect to Council Implementing Regulation (EU) No. 944/2012 of 15 October 2012 (O.J. L282, 16.10.12, p.9) by which the Council of the European Union has amended Annex II to Council Regulation (EU) No. 36/2012.
Annex II to Regulation 36/2012 lists persons identified by the Council as responsible for the violent repression of the civilian population in Syria, persons benefiting from or supporting the regime, and persons associated with them. Regulation 36/2012 effectively freezes the assets of those persons.
Regulation (EU) No. 944/2012 amends Annex II by adding 28 individuals and 2 entities, removing 2 individuals and 1 entity, and amending the information in 20 existing entries.
