In accordance with the meeting dates fixed for 2012 by the Privileges and Procedures Committee, this meeting will continue, if necessary, on Wednesday 7th and Thursday 8th November 2012.

Explanatory Note regarding subordinate legislation tabled at this meeting. (See Item B)

This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 (the "2006 Order") so as to remove references to Sand Street Car Park and makes new provision for the regulation of parking in that car park. The new rules –

  1. permit parking for a period of up to 7 days;
  2. introduce an escalating scale of charges per day, starting with a charge of one unit for each of the first 3 hours of parking between 8 a.m. and 5 p.m. and rising to a charge of 7 units for the ninth hour of parking in that period; and
  3. allow the trial of an automatic number plate recognition system as a means of calculating parking charges, which shall be paid (by credit card, prepaid card or similar means) upon the driver's return to the vehicle (pay cards will not be usable in the car park whilst the new rules are in force).

The opportunity is taken to remove an inconsistency in the 2006 Order. The 2006 Order provides that using a vehicle in connection with a trade or business whilst the vehicle is parked in a car park is, at the same time, both absolutely prohibited and an activity that the person controlling the car park may allow. The absolute prohibition is removed.

The Order was made on 26th October 2012 and comes into force on 12th November 2012. R&O.120/2012.

This Order gives effect in Jersey to Council Regulation (EU) No. 667/2010 of 26 July 2010 concerning certain restrictive measures in respect of Eritrea (OJ No. L 195/16, 27.7.2010), as amended by Council Regulation (EU) No. 942/2012 of 15 October 2012.

The Order was made on 26th October 2012 and came into force on 27th October 2012.
