This Order amends, in the Income Support (General Provisions) (Jersey) Order 2008, the capital and income to be disregarded when calculating a household's income for the purposes of income support.

Two changes are made to the capital disregards.

If, on the death of an adult, a household becomes a household containing a sole adult, the capital disregard that applied to the household prior to the death shall continue to apply for the 12 months following the death.

The capital disregard of up to £10,000 for a motor vehicle is replaced with a disregard that has no monetary limit, but is assessed according to whether a vehicle is, or vehicles are, appropriate to the needs of the household.

The percentage disregard for total earnings is increased from 20% to 23%.

The Order was made on 28th March 2014 and comes into force on 7th April 2014.

This Order contains miscellaneous amendments to Orders made under a number of Laws dealing with financial regulation.

Article 1 amends the Banking Business (Appointment of Manager) (Jersey) Order 2008 in order to widen the list of breaches of laws and codes that are regarded as evidence that the management of a business has been inadequate. Such evidence may allow the Jersey Financial Services Commission to act under Article 37A of the Banking Business (Jersey) Law 1991 by appointing a person to manage the affairs of the business.

Article 2 amends the Collective Investment Funds (Appointment of Manager) (Jersey) Order 2008 for an analogous purpose.

Article 3 amends the Financial Services (Appointment of Manager) (Jersey) Order 2008 for an analogous purpose.

Article 4 amends the Financial Services (Financial Service Business) (Jersey) Order 2009 in order to insert a definition of the term "Law" as meaning the Financial Services (Jersey) Law 1998.

Article 5 amends the Insurance Business (Solvency Margin) (Jersey) Order 1996. The latter Order requires certain insurers to maintain a margin of solvency for general business of 17.5% of net premium income. The purpose of the amendment is to make it clear that in order to determine the amount of net premium income, one deduction that must be made from the gross premium income is an amount corresponding to the premiums paid on reinsurance, not the actual amount subject to reinsurance.

Article 6 amends the Insurance Business (Appointment of Manager) (Jersey) Order 2008 for a purpose analogous to that of the amendments set out in Articles 1, 2 and 3.

Article 7 names the Order and provides for it to come into force 7 days after it is made. The Order was made on 28th March 2014 and comes into force on 4th April 2014.

This Order amends the Schedules to the Road Traffic (Speed Limits) (Jersey) Order 2003, as follows –

Schedule 1 is amended so as to impose a 30 mph speed limit on certain roads and parts of roads in the parishes of St. Brelade , St. John , St. Mary , St. Peter and Trinity ;

Schedule 2 is amended so as to impose a 20 mph speed limit on certain roads and parts of roads in the parishes of St. Brelade , Grouville , St. Helier , St. Mary , St. Peter and St. Saviour ;

Schedule 3 is amended so as to impose a 15 mph speed limit on certain roads and parts of roads in the parish of St. Mary , and to clarify that in the parish of St. Peter , 2 roads and the unnamed roads that branch from them are subject to a 15mph speed limit.

This Order comes into force 7 days after it is made.

The Order was made on 28th March 2014 and comes into force on 4th April 2014.
