This Order allows the Jersey Motor Cycle and Light Car Club to use public roads as courses for motor races, and to close them to general traffic, between specified times on Friday 9th and Saturday 10th October 2015. The detail of each of the 8 courses (affecting a total of 8 Parishes) is given in the Schedule to the Order.
The Order was made on 7th September 2015 and came into force on being made. R&O.102/2015.
This Order amends the Road Traffic ( Trinity ) (Jersey) Order 1988 to extend the restrictions on waiting on parts of La Rue ès Picots. It also amends the description of the parts of La Rue ès Picots on which parking for 20 minutes with a disc is permitted.

Section 25 (provision of facilities for immigration control at ports) of the Immigration and Asylum Act 1999 of the United Kingdom is extended to Jersey, with exceptions and modifications, by the Immigration and Asylum Act 1999 (Jersey) Order 2003. That section requires the manager of a control port (i.e. a port which includes designated areas for the embarkation and disembarkation of passengers, by virtue of paragraph 26 of Schedule 2 to the Immigration Act 1971 of the United Kingdom, as applied, with modifications, to Jersey by the Immigration (Jersey) Order 1993) to provide to the Minister for Home Affairs, free of charge, facilities which are directed by the Minister as being reasonably necessary for, or in connection with, the operation of immigration control in that port.
Such facilities comprise accommodation, facilities, equipment and services of a class or description to be specified by order under section 25(7). This Order, the first to be made in Jersey under this power, specifies (by Article 2) the facilities which are to be provided at Jersey Airport, Elizabeth Harbour and Gorey Harbour, by Ports of Jersey Limited as manager.
Article 3 brings this Order into force on either 1st October 2015 (i.e. the date on which the Air and Sea Ports (Incorporation) (Jersey) Law 2015 comes fully into force, establishing Ports of Jersey Limited and transferring control of Jersey's airport and harbours to that company), or immediately after transfer Regulations made under Part 5 of that Law (if such Regulations come into force later than that date).

This Order amends the Motor Traffic (Third-Party Insurance) (Jersey) Order 1961 to cater for the issue, delivery and printing of temporary insurance discs by means of electronic communication.

This Order amends the Pedal Cycles (Jersey) Order 1998 so as to require an electrically assisted pedal cycle to be fitted only with an electric motor that is incapable of propelling it when it is travelling at more than 15 mph, whereas previously it had only to be incapable of propelling it when it was being pedalled at that speed. The Order also removes the provision applicable to pedal cycles constructed after 1st June 2011 for the engine to be incapable of propelling the pedal cycle when it is not being pedalled at more than 4 mph.

This Order amends the Road Traffic ( Grouville ) (Jersey) Order 2002 so as to increase the extent of the prohibition on waiting in La Rue de la Ville-ès-Renauds (Article 4(e) – first entry) and reduce it in New Road in Gorey Village (Article 4(g)). A new restriction is inserted to give effect to the prohibition on waiting on part of La Rue à Don next to La Rue de la Ville-ès-Renauds (Article 4(d)(ii) – last entry). The other changes made by the Order all result from corrections to the descriptions of roads in Grouville and do not affect current traffic restrictions in the parish.

APPOINTMENTS (See Item F)
On 7th July 1992 the States, adopting a proposition of Senator R.J. Shenton, "agreed to establish a Consultative Panel of elected members of the States with whom the Bailiff would be able to meet in order to consult on a confidential basis in appropriate cases".
The composition of the Panel has been amended on a number of occasions since 1992 to reflect changes to the machinery of government and the current composition, agreed on 16th May 2006, is as follows –
the Chairman of the Comité des Connétable s;
the Chief Minister;
the Chairman of the Privileges and Procedures Committee;
the Minister for Treasury and Resources; and
five other members elected by ballot by the States for a period of 3 years.
In 2012 the States appointed Senator L.J. Farnham , the Connétable s of St. Lawrence and St. Mary, the Deputy of Grouville and Deputy S.J. Pinel of St. Clement as the 5 members elected by ballot for 3 years.
Although the Panel does not meet frequently it nevertheless enables the Bailiff to discuss various matters with elected members. For example, matters discussed by the Panel in the past few years have included the plans for Liberation Day and Royal visits, the arrangements for the departure of His Excellency the Lieutenant Governor and the arrival of his successor, the appointment of Crown Officers and the appropriate way to mark the retirement of the Bailiff .
As the 3 year term of office of the 5 members elected by ballot in 2012 has expired it is necessary to re- appoint members. In accordance with the procedure followed in 2012 nominations will be invited from the floor at this meeting and each nomination will need to be seconded. If there are more than 5 nominations made a ballot will be held and the 5 members receiving the largest numbers of votes will be elected as members of the Panel. In the ballot each member will be able to cast up to 5 votes.

"Can the Minister confirm that the purchasing power of income support recipients has reduced since October 2008 by around 10% and that the proposal to freeze core components at 2015 rates for two years will reduce the spending power of pensioners and other Income Support recipients by some £9 per week and, if not, why not?
Can she also confirm that the change from a fixed to a percentage Income Support disregard for pension income for new single pensioners on a full States pension will reduce their income by a further £9 per week, and, if not, why not?
Can she further confirm that the proposals to reduce Income Support for those worst off pensioners in particular will reduce their income significantly, and may worsen the health of those affected, thereby increasing health interventions and costs on the part of the health department and, if not, why not?"

"Will the Minister advise members whether the withdrawal of the domestic cleaning service offered to elderly/disabled clients in need has been brought about by a reduction in the grant aid to Family Nursing and Home Care from Health and Social Services? Will he further inform members how many grade 1 domestic assistants have lost their positions due to this change and how many clients then needed to source alternatives?
Will he further inform members how much the Family Nursing and Home Care grant has been reduced by over the period 2014 to 2016 and whether any other services have been or are likely to be withdrawn?"

"Can the Minister advise what the five year survival rates are for –
- each of the ten most common cancers in Jersey, when measured using the same comparators as the U.K.; and
- each of the ten most common cancers in Germany, France and Spain, using the same comparators as the U.K.?
If there are different ways of measuring the survival rates can these be explained, along with the reason why they are different?
In addition, can the Minister advise whether there has been an increase in referrals for screening of asbestos related cancers in the past year and, if so, can he state whether this has resulted in an increase in diagnosis of asbestos related cancers compared to five and ten years ago?"
