This Order revokes an earlier Order but gives continued effect in Jersey to Council Regulation (EC) No 765/2006 of 18 May 2006 concerning restrictive measures in respect of Belarus (OJ L 134, 20.5.2006, p. 1).
Effect is given to the Regulation as amended up to the date of making this Order. Effect is now also given to any future changes to the list of persons, entities and bodies whose assets are frozen, the list of equipment and the list of competent authorities in the Annexes to the Regulation.
All the general provisions in the EU Legislation (Sanctions) (General Provisions) (Jersey) Order 2014 form part of this Order.

This Order amends the EU Legislation (Sanctions – Libya) (Jersey) Order 2014 to give effect, in Jersey, to Council Regulation (EU) No 2015/374 of 6th March 2015 (OJ L 64, 7.3.2015, p. 8) amending Regulation (EU) No 204/2011 concerning restrictive measures in view of the situation in Libya. The Regulation being given effect to modifies the description of the contents of Annex III to the 2011 Regulation.
The Order was made on 11th March 2015 and came into force on 12th March 2015. R&O.34/2015.
This Order revokes an earlier Order but gives continued effect in Jersey to Council Regulation (EC) No 314/2004 of 19 February 2004 concerning certain restrictive measures in respect of Zimbabwe (OJ L 55, 24.2.2004, p. 1).
Effect is given to the Regulation as amended up to the date of making this Order. In particular, that gives effect to the amendments to the Regulation by Council Regulation (EU) No 153/2014 of 17 February 2014 (OJ L 50, 20.2.2014, p. 1), which continued the suspension of asset-freezing in respect of certain persons, and Commission Implementing Regulation (EU) 2015/275 of 19 February 2015 (OJ L 47, 20.2.2015, p. 15), which removed 5 deceased persons from the list of persons whose assets are frozen. Effect is now also given to any future changes to the list of equipment, the list of competent authorities, the list of persons whose assets are frozen, and the list of those persons in respect of whom the asset freeze is suspended.
All the general provisions in the EU Legislation (Sanctions) (General Provisions) (Jersey) Order 2014 form part of this Order.

This Order makes consequential amendments to various pieces of subordinate legislation, reflecting changes made to the Planning and Building (Jersey) Law 2002 (the "2002 Law") by the Planning and Building (Amendment No. 6) (Jersey) Law 2014 (the "amending Law"). The amending Law introduces a new scheme of appeals in planning and building matters, and provides for the establishment and functions of a Planning Applications Committee to deal with certain of those matters at first instance under the 2002 Law. As a result of these changes, some functions formerly conferred on the Minister are now to be carried out either by the Chief Officer or by the new Committee.
Accordingly, Article 1 amends the Planning and Building (Application Publication) (Jersey) Order 2006; Article 2 amends the Planning and Building (Display of Advertisements) (Jersey) Order 2006; Article 3 amends the Planning and Building (Environmental Impact) (Jersey) Order 2006; Article 4 amends the Planning and Building (Fees) (Jersey) Order 2008, and in particular prescribes fees payable to accompany appeals; Article 5 amends the Planning and Building (Moveable Structures) (Jersey) Order 2006. Article 6 provides for the citation of this Order, and for its commencement on the day after it is made.
The Order was made on 18th March 2015 and came into force on 19th March 2015. R&O.36/2015.
These bye-laws make consequential amendments to the Building Bye-laws (Jersey) 2007, reflecting changes made to the Planning and Building (Jersey) Law 2002 (the "2002 Law") by the Planning and Building (Amendment No. 6) (Jersey) Law 2014 (the "amending Law"), and Regulations made under it. The amending Law introduces a new scheme of appeals in planning and building matters, and requires the Minister to determine appeals based on the recommendations of an independent planning inspector. In order to preserve the Minister's independence in that appeals process, the Minister is therefore replaced as first-instance decision maker under the Building Bye-laws (Jersey) 2007 by the Chief Officer, and the amendments made by these bye-laws give effect to that position.
The bye-laws were made on 18th March 2015 and came into force on 19th March 2015.
PLANNING APPLICATIONS COMMITTEE APPOINTMENT OF MEMBERS

125A Members of Planning Applications Committee: appointment process
- The chairman of the Planning Applications Committee shall indicate the number of members (not less than 3 and not more than 9) that he or she wishes the committee to have and shall nominate elected members as candidates for appointment as those members.
- The presiding officer shall invite elected members to nominate other candidates.
- If no other candidates are nominated the persons nominated by the chairman of the Planning Applications Committee are appointed as members of that Committee.
- If other candidates are nominated there shall be a secret ballot and the number of candidates equal to the number of members the committee is to have who receive the highest number of votes are appointed as members of the Planning Applications Committee.
- In a ballot an elected member shall have the same number of votes as there are members to appoint, although a member need not use all of his or her votes.
- In the event that 2 or more candidates receive the same number of votes in a ballot, being a number which, if received by one candidate, would be the lowest number of votes required for that candidate to be appointed as a member of the committee, there shall be a further secret ballot between those candidates and the candidate receiving the greater number of votes shall be appointed as a member of the Planning Applications Committee.
- This process shall also apply, with the necessary modifications, whenever the chairman of the Planning Applications Committee wishes to appoint one or more members of the committee (provided that the membership does not exceed 9).

"Further to the Minister's answer tabled on 10th March 2015 to question 8666, could a breakdown of the £219,000 spent on the implementation phase of eGovernment be provided and could the Minister further explain what tangible benefit can be attributed to the cost of attempting to implement eGovernment so far?
The Chief Minister has stated in the Assembly that he is aiming to produce a new timetable for the implementation of eGovernment, could he therefore indicate when that timetable will be completed?"

"Following the Minister's response on 9th December 2014 to question 8570, which revealed that the proportion of taxpayers paying tax at the 20% rate has fallen from 32% to 14% over the period 2007 to 2013, will the Minister inform members what proportion of overall income tax revenues were paid over this period by those on the 20% and those on the marginal (27%) rate?
Will the Minister further show how individual changes to allowances and the introduction of "20 means 20" measures has affected both numbers of taxpayers and revenues collected over this period?
Can he also state the extent to which the loss of 8,500 taxpayers at the standard (20%) rate is a reflection of increased numbers of low-skill, low-paid employment rather than high?
Can the Minister further account for the reduction in the overall number of taxpayers from over 47,000 to 44,700 in a period when population continued to grow, despite the recession?
Given the above changes in tax revenues can the Minister provide the full update of all States income forecasts following the provisional 2014 outturn figures, and if not, when will he be in a position to do so?"

"Will the Chief Minister, as Chairman of the States Employment Board, explain why States employees who were known to be under investigation for alleged child abuse were not suspended as a neutral act whilst investigations were taking place? Has the Chief Minister reviewed this policy, and is he satisfied that sufficient safeguarding measures are in place to stop alleged abusers working with vulnerable individuals whilst allegations are being investigated?

- The Minister for Treasury and Resources will table an answer to the following question asked by Deputy M.R. Higgins of St. Helier –
"Will the Minister advise members how much tax revenue, broken down into Income Tax, Goods and Services Tax, and other tax receipts, was raised in 2013 from:
- Jersey based companies;
- foreign owned companies;
- financial service firms;
- utilities;
- firms brought into the Island by Locate Jersey;
- the general public;
- others;
and provide a breakdown of the sources of those taxes?"
- The Minister for Health and Social Services will table an answer to the following question asked by Deputy M.R. Higgins of St. Helier –
"Will the Minister update members on the current situation in the Child and Adolescent Mental Health Services (CAMHS) using the key findings and recommendations of the Health and Social Security Scrutiny Panel Report of 16th June 2014 as his guide, illustrating what has and not changed in the service?"
- The Minister for Health and Social Services will table an answer to the following question asked by Deputy M.R. Higgins of St. Helier –
"(a) Will the Minister advise members how many social workers were employed by the
Department during the period 1st January 2014 to 31st January 2015?
- Using a diagram or diagrams, will the Minister set out an organisation chart of these social workers indicating whether they are managers, case workers or other specialists and the numbers in each category together with their grades, titles and duties?
- What was the total cost of employing these social workers?
- For each social worker engaged in case work (anonymised A, B, C etc.) would the Minister provide the following information in a tabular form -
- the case load of each social worker indicating separately the number of people they had sole responsibility for and those they had a shared responsibility for;
- the number of days sickness taken during the period;
- the number of days holiday taken during the period;
- the number of days spent on training courses during the period?
- How many case workers from Jersey are working with Jersey people in the UK, how many people are they dealing with and how often do they visit the UK to supervise their clients?"
