The amendments made by this Order to the EU Legislation (Sanctions – Central African Republic) (Jersey) Order 2014 give effect to Council Regulation (EU) 2015/734 of 7 May 2015 (OJ L 117/11, 8.5.2015) which as at 9 May 2015 amends Council Regulation (EU) No 224/2014 concerning restrictive measures in view of the situation in the Central African Republic. The main effects of the amendments are to extend in line with the United Nations Security Council Resolution 2196 (2015), the scope of criteria for the designation of persons and entities engaging in or providing support for acts that undermine the peace and security of the Central African Republic.
The Order was made on 13th May 2015 and came into force on 14th May 2015. R&O.54/2015.
The amendments made by this Order to the EU Legislation (Sanctions – South Sudan) (Jersey) Order 2015 give effect to Council Regulation (EU) 2015/735 of 7 May 2015 (OJ L 117/13, 8.5.2015) concerning restrictive measures in respect of the situation in South Sudan and which as at 9 May 2015 repeals and replaces Regulation (EU) No 748/2014. The main effects of the amendments are to integrate, in line with the United Nations Security Council Resolution 2206 (2015), the restrictions on admission and freezing of funds and economic resources of persons involved, directly or indirectly, in actions or policies that threaten the peace and security of South Sudan.

Article 1 is the interpretation provision and sets out the definition of words and expressions used throughout this Order. In particular "visa national" means a person who is, under Jersey Immigration Rules, required to produce a passport or other document of identity endorsed with a visa for entry into Jersey.
Article 2 excludes from the operation of section 1(3) of the Immigration Act 1971 (as extended to Jersey under the Immigration (Jersey) Order 1993) which exempts from control passengers travelling on local journeys within the common travel area, that is to say the area comprising the United Kingdom, Channel Islands, Isle of Man and Republic of Ireland, certain persons who enter Jersey through the Republic of Ireland. The main classes of persons are those who merely pass through the Republic of Ireland, persons requiring visas, persons who entered the Republic of Ireland unlawfully and persons who are subject to directions given by the Lieutenant-Governor for their exclusion from Jersey on the ground that such exclusion is conducive to the public good.
Article 3 and the Schedule, collectively provide for recognition of certain 90 day visit visas issued by the Republic of Ireland. As part of the "British Irish Visa Scheme" ("BIVS"), this Order will enable the specified visa national who is a citizen of India or the People's Republic of China who arrives in the Republic having been granted an Irish travel visa, to travel onward to Jersey on a local journey, as long as that person has both the Irish visa and the valid endorsement of permission to land or be in the Republic in his or her possession on entry, and even though the visa national does not have a visa for entry into Jersey.
Article 4 also imposes restrictions on persons who do not have the right of abode in Jersey or are not a national of an EEA State (as defined in Article 1) and who enter Jersey from the Republic after coming from a place outside the common travel area or after leaving Jersey while having a limited leave to enter or remain there which has since expired. These restrictions impose a limit on the period of their stay in Jersey and a prohibition on taking up employment or any occupation for reward. Article 4(3) and (4) provides that a person to whom Article 3 applies is able to remain in Jersey until the expiry date of the permission to land or be in the Republic of Ireland which is endorsed on the person's passport, but is not able to take on any occupation for reward or any employment.
Article 5 provides for the title of this Order and for its coming into force 7 days after it is made. The Order was made on 18th May 2015 and came into force on 25th May 2015.

This Order increases fees for applications for leave to remain in Jersey. The fees for limited leave to remain are increased by between 8 and 8.3% and those for indefinite leave to remain are increased by 37.3%.
The increases take effect on 1st June 2015, a year since they were last increased. The Order was made on 21st May 2015 and came into force on 1st June 2015.

These Rules prescribe the procedural steps to bring an appeal to the Royal Court by a person aggrieved by a determination of the Minister for Planning and Environment under Article 12 or Article 116 of the Planning and Building (Jersey) Law 2002 (as recently amended by the Planning and Building (Amendment of Law) (Jersey) Regulations 2015 – R&O.19/2015).
Determinations under Article 12 relate to applications for planning permission where a public enquiry has been held. Determinations under Article 116 relate to appeals (against the grant or refusal of planning applications, attachment of conditions, etc.) conducted by inspectors under Article 115 of the Law (in respect of which the inspector will have made a recommendation to the Minister).
The new procedures replace those in Part 15 of the Royal Court Rules governing planning appeals under the old procedure.
These Rules also delete certain obsolete provisions for the registration of notices and obligations under the Island Planning (Jersey) Law 1964. They are replaced with provisions for the registration of planning obligations (or agreements modifying or discharging the same) under the Planning and Building (Jersey) Law 2002.
The Rules were made by the Superior Number of the Royal Court on 27th May 2015 and came into force on 28th May 2015.

Does he accept that rather than claiming that the living wage is already met by the combination of minimum wage and income support it would be better to state that the living wage for Jersey is to be found in the outside London estimate in Table 16 and 17 as between £6.53 and £12.28 or as a weighted average of £8.92 based on 2013 figures?"

To what extent does the Chief Minister consider that figures like these are in part the product of, and not improved by, austerity measures such as reducing the public sector workforce and services, and cutting benefits as proposed by both the UK government and the Council of Ministers?
What estimates, if any, does the Chief Minister have for the impact on poverty figures of the proposed savings programme involving some £125m of savings and charges especially for pensioners, and lone parents who are 40% and 60% prone to falling into income poverty as defined above?"

What lessons does the Chief Minister believe that the report findings have, if any, for the growth of inequality in the Jersey economy?
In the face of evidence that half of new jobs created in Jersey in recent months are insecure zero- hours employment, does the Chief Minister concur with the report conclusions that insecure employment leads to a "vicious circle of weak demand and slow job creation" and, if so, what measures do he and other Ministers plan to take to prevent this?"

"Given that all States departments are being expected to make considerable ongoing savings does PPC consider that such financial savings should also be made in relation to the functioning of the States Assembly and, if so, would PPC consider bringing forward for approval amendments to Standing Orders to limit members to two written questions and two oral questions per sitting of the Assembly?"

- state whether departments will be receiving extra resources in the future to deal with FOI requests or whether they will have to divert resources away from providing other services to the public to deal with requests?"

"Will the Chairman provide a comparison of secretarial, administrative support and office accommodation that is made available to other Commonwealth parliamentarians and, if this information is not readily available, undertake to undertake some research in this regard and report back to the Assembly to ensure that Jersey is providing optimal support for its elected representatives to carry out their work most effectively in the public interest?"
- The Minister for Planning and Environment will table an answer to the following question asked by Deputy M. Tadier of St. Brelade –
"Will the Minister confirm the legal status of herbicide products containing glyphosphate and state whether he has information on how much of it is sold and used in Jersey and whether he accepts research that suggests it is probably carcinogenic to humans'?
Will the Minister inform members if there are any plans to ban or mitigate its use and availability in Jersey?"
