DR. M. EGAN Greffier of the States

7th July 2016 Note –

In accordance with the meeting dates fixed for 2016 by the Privileges and Procedures Committee, this meeting will continue, if necessary, on Wednesday 13th and Thursday 14th July 2016.

Explanatory Note regarding subordinate legislation tabled at this meeting. (See Item B)

R&O.71/2016.

This Order amends the EU Legislation (Sanctions – North Korea) (Jersey) Order 2015, which gives effect to Council Regulation (EC) No 329/2007 of 27 March 2007 concerning restrictive measures against the Democratic People's Republic of Korea (OJ L 88, 29.3.2007, p. 1), as amended (the "2007 Regulation"). This Order gives effect to the amendments to the 2007 Regulation that were made by Council Regulation (EU) 2016/841 of 27 May 2016 (OJ L 141, 28.5.2016, p. 36). Those amendments are extensive, and include new prohibitions, breach of which is rendered an offence by this Order.

Separate amendments were made on 20th May 2016 to Annex V of the 2007 Regulation, by Commission Implementing Regulation (EU) 2016/780 of 19 May 2016 (OJ L 131, 20.5.2016, p. 55). But those amendments took effect immediately in Jersey because Article 2 of the EU Legislation (Sanctions – North Korea) (Jersey) Order 2015 provides that references to the Annexes are to be read as amended from time to time. This Order does not affect that.

The Order was made on 29th June 2016 and came into force on 30th June 2016. R&O.72/2016.

This Order specifies for the purposes of the Sea Fisheries (Bag Limits) (Jersey) Regulations 2016 –

  1. the number of bass (1) that may be taken any day by any person fishing from a vessel other than a registered fishing boat (Article 1(1)(a) and (2));
  2. the number of ormer (20) that may be taken on any day by any person (Article 1(1)(b));
  3. the number of ormer (100) that may be taken on any day by any vessel (Article 2).

The Order was made on 1st July 2016 and came into force on 5th July 2016.

  1. The Minister for Education will table an answer to the following question asked by Deputy M. Tadier of St. Brelade

"With reference to page 153 of the Draft Medium Term Financial Plan Addition for 2017-19, will the Minister give details of what the £300,000 savings for 'user pays' in 2019 with regard to the Jersey Music Service entail? 1. The Minister for Home Affairs will table an answer to the following question asked by Deputy G.P. Southern of St. Helier
