This Order amends the definition "exempt company" in Article 102(1) of the Companies (Jersey) Law 1991 to implement the change made by Directive 2014/56/EU of the European Parliament and of the Council of 16 April 2014 (OJ L 158, 27.5.2014, p. 196) to Article 45(1) of Directive 2006/43/EC of the European Parliament and of the Council of 17 May 2006 on statutory audits of annual accounts and consolidated accounts (OJ L 157, 9.6.2006, p. 87).
The Order was made on 1st June 2016 and comes into force on 17th June 2016. R&O.60/2016.
This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 in respect of car parks in 3 locations, and changes the controlling body for some others.
At the Springfield South Car Park in St. Helier the maximum stay is changed from 12 to 3 hours (in a continuous 24 hour period), for which the arrival time must be indicated by a parking disc.
A new public car park is established in St. Lawrence , as the Moignard Liberation Garden Car Park. The maximum permitted stay between 8 a.m. and 8 p.m. is 3 hours, and the arrival time must be indicated with a parking disc (and a commercial vehicle over 15 feet in length must not be parked without permission).
Regulation of parking is introduced at Hautlieu School and Highlands College in St. Saviour , for the Hautlieu School Car Park, the Highlands College Upper Car Park, the Highlands College Lower Car Park and the Highlands College Access Road Car Park. The maximum permitted stay is 12 hours in any continuous 24 hour period (and a commercial vehicle over 15 feet in length must not be parked without permission).
The controlling body for the car parks at Hautlieu School and Highlands College is to be the Minister for Education. Some existing car parks elsewhere are for sporting or cultural facilities, rather than for schools and other educational facilities. The Order therefore also takes the opportunity to update the definition of "controlling body" to reflect the responsibility of the Minister for Economic Development, Tourism, Sport and Culture (rather than the Minister for Education) for the car parks at Les Creux, Airport Playing Fields, Les Quennevais Sports Centre, Fort Regent, Pier Road (top levels), Springfield Stadium (East, North and South), Val Plaisant Gyratory, FB Playing Fields and Grainville Playing Field.
The Order was made on 6th June 2016 and came into force on 13th June 2016.
