Employment (Minimum Wage) (Amendment No. 10) (Jersey) Order 2016.

This Order further amends Article 2 of the Employment (Minimum Wage) (Jersey) Order 2007 to increase the minimum wage, with effect from 1st April 2017, to £7.18 per hour for employees other than trainees, £5.39 per hour for trainees in their first year, and £6.28 per hour for trainees in their second year.

The Order was made on 13th October 2016 and comes into force on 1st April 2017.

Road Traffic (Public Parking Places) (Amendment No. 12) (Jersey) Order 2016.

This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 ("principal Order").

Article 1 defines "principal Order", an expression used in this Order, as the Road Traffic (Public Parking Places) (Jersey) Order 2006.

Article 2 adds Oakfield Sports Centre Car Park and Langford Sports Centre Car Park, both in St. Saviour , to the list of parking places that are administered by the Minister for Economic Development, Tourism, Sport and Culture, and adds a definition "school term" as meaning any part of the year during which a child is required to attend school.

Article 3 amends Article 5 of the principal Order to allow a maximum parking period of 3 hours during any one visit to Pier Road Car Park Shopper Zone, level 1, and provides that a person must not park a vehicle in that parking place unless a valid pay card or a valid permit is displayed on the vehicle.

Article 4 amends the principal Order to add Pier Road Car Park Shopper Zone, level 1, Pier Road Car Park, level 13, Langford Sports Centre Car Park and Oakfield Sports Centre Car Park to the places that fall within the definition of "parking place" for the purposes of the principal Order.

Article 5 amends the principal Order so as to

  1. allow a maximum parking period of 3 hours during any one visit to Pier Road Car Park Shopper Zone, level 1 and Pier Road Car Park levels 13, 14 and 15;
  2. allow a maximum parking period of 3 hours in any continuous period of 24 hours when a vehicle is parked in Springfield Stadium East Car Park or Springfield Stadium North Car Park. A valid parking disc must be displayed on a vehicle during any period when it is parked in either of these parking places;
  3. allow a maximum parking period on any day except Saturday and Sunday of 3 hours in any continuous period of 24 hours and, on Saturday and Sunday, of 8 hours in a continuous period of 24 hours, when a vehicle is parked in Airport Playing Fields Car Park, Les Quennevais Sports Centre and Playing Fields Car Park, FB Playing Fields Car Park, Fort Regent Car Park, including access roads and south and east ditches within ramparts, or Grainville Playing Field Car Park. A valid parking disc must be displayed on a vehicle during the period when it is parked in any of these parking places;
  4. allow a maximum parking period between 5.00 p.m. and 8.00 a.m. on any day during school term time, and on any day that is not during school term time, 3 hours in any continuous period of 24 hours, when a vehicle is parked in Oakfield Sports Centre Car Park or Langford Sports Centre Car Park. A valid parking disc must be displayed on a vehicle during the period when it is parked in either of these parking places. A vehicle must not be parked in either of these parking places between 8.00 a.m. and 5.00 p.m. on any school day during term time unless a valid permit is displayed on the vehicle during the period when it is parked there.

Article 6 amends Schedule 3 to the principal Order so as to include the Pier Road Car Park Shopper Zone, level 1, as a separate entry to the remainder of the parking places at Pier Road. (All levels in Pier Road Car Park remain subject to a pay charge of 1 parking unit for each period of 1 hour or part of that period that a vehicle is parked in the parking place during the pay period.)

Article 7 cites the title of the Order and provides that it will come into force 7 days after it is made. The Order was made on 24th October 2016 and came into force on 31st October 2016.

"Will the Minister provide the following information in respect of social workers employed by Health and Social Services, listed by year since 2013 and including the current year?

  1. the number of social workers employed in total;
  2. the number of social workers employed from agencies;
  3. the total annual cost of agency social workers;
  4. the number of social workers employed through their own company;
  5. the number of agencies used, whether any of these have connections with existing or past States employees and, if so, how many;
  6. the total amount paid by the Department on social workers' rents and the percentage of the market rental of the properties occupied; and,
  7. whether commissions are being paid to past and current employees of the Department for the procurement of social worker staff."

"How many people, having worked in Jersey for 10 years, have subsequently left the Island and returned later in life and now receive benefits administered by the Department (not including the old age pension)? Will the Minister list for the last 5 years the numbers of such people, the countries from which they returned and their nationalities, if this is different?"

"For the years 2015, 2016 and 2017, what funding was allocated for the delivery of the following services?

How many applications to the Long-Term Care Scheme (LTC) for home care have been processed since LTC was introduced, through Family Nursing and Home Care (FNHC) or other agencies; and how many applications for home care support are expected on an annual basis under the new Income Support Personal Care Component 4 (IS PCC 4) through FNHC or other agencies?

What differences exist in the assessment methods for applications for home care under LTC, IS PCCs 1 to 3, and the new flexible IS PCC 4?

In light of the above, what assurance can the Minister give to those in receipt of, or applying for home care, that they will receive the appropriate level of support from 1st January 2017?"

"Further to the responses given on 22nd March 2016, would the Chief Minister advise whether, in instances where States employees are sued by a member of the public on the grounds that the member of the public has been defamed in statements made by the employee in correspondence or records, the employees' defence costs are paid out of the public purse or by the individual employee; and what steps, if any, has the Chief Minister taken, or will take, to ensure that States employees do not write or make defamatory statements about members of the public?"
