This Order amends the EU Legislation (Sanctions – Belarus) (Jersey) Order 2015 to give effect in Jersey to the amendments made to the implemented Council Regulation (EC) No 765/2006 by Council Regulation (EU) 2016/277 of 25th February 2016 (OJ L 52, 27.2.2016, p. 22). The effect of those amendments is to bring to an end completely the freezing measures, which had already been suspended, against persons listed in Annex IV to Regulation (EC) No 765/2006.

The list, in Annex I to Regulation (EC) No 765/2006, of those on whom the freezing measures are imposed continues to have effect.

The Order was made on 8th March 2016 and came into force on 9th March 2016. R&O.29/2016.

This Order extends the definition of "animals" in the Diseases of Animals (Jersey) Law 1956 to include donkeys and zebras and the definition of "disease" in that Law to include African horse sickness. It also prohibits the use of a vaccine against the disease except in accordance with a licence granted by or on behalf of the Minister for the Environment and revokes an earlier Order dealing with African horse sickness.

The Order was made on 8th March 2016 and came into force on being made. R&O.30/2016.

This Order prescribes the fee payable upon an application by a person to be approved under the Veterinary Surgeons (Jersey) Law 1999 as a person who may carry out certain dental activities in relation to horses or for carrying out artificial insemination of a domestic animal, a procedure to transfer, or to assist in transferring, embryos between cattle, or the implantation into an animal of a transponder.

The fee that is payable upon such an application for approval is £46.

The Order was made on 15th March 2016 and came into force on 16th March 2016.

This Order amends the Companies (Transfers of Shares – Exemptions) (Jersey) Order 2014, to add as approved stock exchanges the Luxembourg Stock Exchange and the Johannesburg Stock Exchange (and accordingly to add the laws of South Africa to the definition of relevant laws).

"Can the Minister provide a list of the services available to those with mental health issues, or the top 5 most common mental health issues, detailing –

  • how an individual can access these services;
  • how long the waiting list is for both the initial appointment/assessment and how long patients wait for the subsequent course of treatment/therapy appointments after the initial assessment; and

advise whether there have been any changes in these services and waiting times over the past 5 years, and set out what targets there are for the waiting times for each service?

Can  the Minister also  provide  an  update  on the  measures proposed  within the  Mental  Health Strategy for the prevention of mental health issues, detailing whether any prevention initiatives have been implemented or outlining the plans for this area?

Can the Minister also advise what public health messages or campaigns, if any, are being implemented to deal with mental health stigma and to aid in the prevention and identification of mental health issues?"

Furthermore, what estimates does the Minister have for any impact on Social Security contributory funding? Can the Minister outline how much less each employee would provide in Social Security contributions if paid at the minimum wage of £7 per hour in alternative employment, and state what additional supplementation would be required and whether this would have a negative annual impact on Social Security contributory funding?"
