This Order amends the EU Legislation (Sanctions – Libya) (Jersey) Order 2014 to implement Council Regulation (EU) 2016/44 of 18 January 2016 (OJ L 12, 19.1.2016, p. 1) concerning restrictive measures in view of the situation in Libya and repealing Regulation (EU) No 204/2011. The EU substituted a new Regulation because, in updating the Regulation, it took the opportunity to consolidate previous amendments, with re-numbering of previously added Articles. This Order therefore substitutes references to the new EU Regulation and updates the numbering in references to the Articles of that Regulation.

This Order updates the Schedules to the Taxation (Implementation) (International Tax Compliance) (Common Reporting Standard) (Jersey) Regulations 2015 concerning the dates for compliance with the requirements of the Common Reporting Standard "CRS" for the Automatic Exchange of Financial Account Information in Tax Matters as approved by the Council of the Organisation for Economic Co- operation and Development. The effect of the amendments to the Schedules is to change the dates for compliance with the CRS requirements in respect of certain jurisdictions so that financial institutions in Jersey must comply with the CRS requirements in respect of specified accounts that meet certain criteria –
- for the calendar year 2016 onwards in respect of accounts they maintain that are held by residents of Barbados, Bulgaria and Niue;
- for the calendar year 2017 onwards in respect of accounts they maintain that are held by residents of Andorra, Antigua and Barbuda, Belize, People's Republic of China, Cook Islands, Grenada, Japan, Malaysia, Marshall Islands, Monaco, Saint Lucia, Saint Vincent and the Grenadines, Samoa and Sint Maarten.
Under the international agreements giving effect to the CRS, corresponding requirements apply to financial institutions in these jurisdictions which maintain accounts held by Jersey residents.
The Order comes into force on the day after the day it is made.

This Order revokes the Animal Welfare (Temporary Licensing Exemptions) (Jersey) Order 2007. That Order is spent, as it made provision, on the commencement of the Animal Welfare (Jersey) Law 2004, for a transitional period that expired on 31st July 2007.
The Order was made on 12th February 2016 and came into force on 19th February 2016.

This Order amends the Miscellaneous Diseases of Animals (Jersey) Order 1991 –
- to extend the definition "disease" (except to the extent that the Law applies to poultry) in the Diseases of Animals (Jersey) Law 1956 to include certain diseases that cause or are linked to viral equine encephalomyelitis and to apply the Foot-and-Mouth Disease (Jersey) Order 1958 to the diseases added, as that Order applies to foot-and-mouth disease; and
- to correct an existing reference to epidemic haemorrhagic disease that should be a reference to epizootic haemorrhagic disease.
This Order further revokes 7 Orders made under the Diseases of Animals (Jersey) Law 1956, removing regulatory controls that are no longer considered necessary.

This Order amends the Road Traffic ( St. Peter ) (Jersey) Order 1992 to remove the references to La Route de Beaumont in Schedule 2 and Part 1 of Schedule 5 to that Order to remove the prohibition on waiting and the 15 minute parking zone on that road. The prohibition on waiting on La Route de Beaumont will now be provided by an amendment to the Road Traffic (Prohibition of Waiting) (Clearways) (Jersey) Order 1963. This Order comes into force 7 days after it is made.
The Order was made on 15th February 2016 and came into force on 22nd February 2016. R&O.19/2016.
This Order amends the Road Traffic (Prohibition of Waiting) (Clearways) (Jersey) Order 1963 to extend the current clearway on La Route de Beaumont, between L'Avenue de la Reine Elizabeth II and La Route de la Haule. The effect is to cover the whole of that stretch of road on both sides, by including the eastern side of the southern end that is not currently a clearway.

Article 1 of this Order adds to the list of drugs in Parts 1 and 2 of Schedule 2 to the Misuse of Drugs (Jersey) Law 1978 (the "Law") which specifies drugs which are controlled as Class A or B drugs respectively under that Law.
Article 2 adds to the list of drugs in Part 1 of the Schedule to the Misuse of Drugs (Designation) (Jersey) Order 1989, which designates controlled drugs under the Law which are restricted from production, possession and use, and adds to the list in Part 2 of that Schedule a cannabis-based medicine which is excepted from Part 1 designation.
Article 3 adds to the lists of drugs that are Schedule 1 drugs, Schedule 2 drugs or Schedule 4 drugs under the Misuse of Drugs (General Provisions) (Jersey) Order 2009, which are subject to requirements concerning their supply on prescription and to be recorded in a register.
Article 4 gives the title to this Order and provides that it will come into force 7 days after it is made. The Order was made on 17th February 2016 and comes into force on 24th February 2016.

This Order amends the table in Schedule 3 to the Planning and Building (Fees) (Jersey) Order 2008 to set out the fees that will apply from 1st March 2016 in respect of applications for various types of planning appeals. These fees replace those that were introduced by Article 2(5) of the Planning and Environment (2016 Fees) (Jersey) Order 2015 and which were effective from 1st January 2016. The fees applicable from 1st March 2016 are returned to the same amount as the appeal application fees that were initially set on 19th March 2015 under the Planning and Building (Miscellaneous Provisions) (Jersey) Order 2015 and which applied until 31st December 2015.

"What progress, if any, has been made towards pursuing the proposals to regenerate and improve the usage of Fort Regent outlined in the report, Rediscovering Fort Regent: A vision for the future', published on 12th September 2014?"
- The Minister for Treasury and Resources will table an answer to the following question asked by Deputy S.Y. Mézec of St. Helier –
"What is the current timescale for the completion of the underground carpark at the Esplanade as part of the International Finance Centre development? Does this timescale affect the viability of Option D, the Waterfront, as a possible site for the new hospital, given the necessary loss of the current replacement carpark on the Waterfront as the development takes place?"
- The Minister for Social Security will table an answer to the following question asked by Deputy
M. Tadier of St. Brelade – "Can the Minister advise –
- the circumstances of any reduction in allowances made to clients of Les Amis;
- the number of clients of Les Amis who have seen a reduction in their allowances, and by how much;
- what changes, if any, have taken place in the funding arrangements between the States and Les Amis; and
- whether these changes are consistent with the goal listed in the current strategic plan of protecting the interests of the frail and the vulnerable', and if so, how?"
- The Chief Minister will table an answer to the following question asked by Deputy M. Tadier of St. Brelade –
- "How many complaints have been made to –
- the Channel Islands Competition Regulatory Authorities/the Jersey Competition Regulatory Authority;
- the Minister;
- Trading Standards; and
- the Consumer Council;
regarding telecoms providers in the past two years (2014 to 2015)?
- What protection, if any, is in place to prevent mobile telephone providers from ceasing special offers, such as free/discounted roaming, during the term of a contract, especially if that offer was used to encourage clients to sign up to a minimum term?
- Is the Minister made aware of any such complaints as detailed above, and will he list what action, if any, is being taken to examine whether such a problem exists, and, if so, the extent of the problem?"
- The Minister for Education will table an answer to the following question asked by Deputy J.A. Hilton of St. Helier –
- "Can the Minister confirm that all staff are informed of the presence of asbestos in their schools during their induction?
- Given that recent communications stated that policies and procedures do recognize that we have a duty of care to inform staff that there is asbestos containing material in some of our buildings and how they are managed', and that, If there is a request from the staff as to the exact location of the asbestos the site team highlight these areas using the survey plans', can the Minister advise whether staff are only made aware of the location of asbestos in their schools if they specifically ask?
- Are those schools which have asbestos subject to regular fibre monitoring?
- Can the Minister advise why the Education Department has not made a commitment to remove asbestos from schools in a phased, controlled way, given that, in October 2015, the All-Party Parliamentary Group in Occupational Safety and Health stated that the time has come to put in place regulations requiring the safe, phased and planned removal of all asbestos that still remains in place across Britain' and recommended that this should happen in schools by 2028?"
- The Minister for Health and Social Services will table an answer to the following question asked by Deputy G.P. Southern of St. Helier –
"Will the Minister give a breakdown of the projected costs for each of the 5 sites short listed for the new hospital clearly separating out the direct building costs from extraneous site costs attached to each site, such as –
- the compensatory land costs in option E;
- the opportunity cost of not building housing/office space;
- the replacement of Jardins de la Mer in option D; and
- the cost of parking provision in each option?
Will he further explain why no mention is made in the website summary page of the protected open space' status of People's Park in the Island Plan?
Will he also explain the differences between good' and very good' clinical adjacency and reasonable' and good' future flexibility in options D & E?
Will he indicate what the risk' identified with the compensatory sites in Option E is?
Will he also give an assessment of the risk of indefinite delay attached to continued opposition to Option E, should it prove necessary to pursue compulsory purchase in respect of People's Park?"

"Will the Minister update members on what progress has been made in determining the scope and structure of the health charge' proposed in the Medium Term Financial Plan?
How many meetings have taken place with the relevant Ministers to discuss the new charge and when can the Assembly expect proposals to go out to consultation?
To what extent, if any, will the charge involve changes to the funding of General Practitioner and dental services and the re-introduction of prescription charges?"

"In order to better understand the impact of the recession on the economy in comparison with other countries, will the Chief Minister publish the data contained in the Income Distribution Survey on household incomes by decile along with the 90/10 income ratio and the ratio of average earnings between the top and bottom deciles, and if not, why not?"

"Will the Chief Minister inform members what discussions/negotiations, if any, have taken place between the Channel Islands Competition Regulatory Authority officials and Jersey Gas over potential reductions in retail gas tariffs to reflect those in the UK?
Will he further inform members when he expects to be able to report any progress on this issue to the States, and if not, why not?"
- The Minister for Housing will table an answer to the following question asked by Deputy G.P. Southern of St. Helier –
"Following an exchange of emails on the subject between the Minister for Social Security and States members on the topic, will the Minister inform members why Andium Homes cannot publish clear figures for the rents it charges to new tenants by category?
Will the Minister also clearly set out what policy or policies are being followed for rental charges?"
- The Chairman of the Privileges and Procedures Committee will table an answer to the following question asked by Deputy M. Tadier of St. Brelade –
"Can the Chairman advise –
- how many States members' car parking spaces have been removed from Snow Hill and whether any consideration has been given to compensating for those spaces elsewhere, and if not, why not;
- whether consideration has been given to harmonising the overflow' provisions for States members' parking, given that, if all spaces are taken at Pier Road, permit holders are permitted to park on any floor except the lower ground floor, whereas, at Sand Street, in the event that all the spaces are taken, members either have to park upstairs and pay for parking or drive to Pier Road; and
- whether PPC supports the continued provision of States members' parking and if so, why, and if not, why not?"
