This Order increases fees as follows.
Fees associated with the Fire and Rescue Service and licensing fees under the Petroleum (Jersey) Law 1984 are increased by, on average, 2.5%. The fees were last increased 1 year ago.
The Order was made on 18th January 2016 and came into force on 25th January 2016. R&O.6/2016.
This Order gives permanent effect to road traffic restrictions in St. Helier that were brought in on a temporary basis under Article 68 of the Road Traffic (Jersey) Law 1956. Waiting is prohibited in Le Clos Vaze and in a section of the western arm of The Parade. A section of Tunnell Street is closed to through traffic, new 3 hour parking disc places are introduced in part of Le Clos Vaze and some alterations are made to unloading bays in Bath Street, Broad Street, the Esplanade, La Motte Street and the western arm of The Parade.

This Order amends Schedule 1 to the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002 by increasing the number of disabled 4 hour parking places in Broad Street and creating new 2 hour disabled parking places in Robin Place.

Regulation 7 of the European Communities Legislation (Bluetongue) (Jersey) Regulations 2008 (the "Regulations") currently prohibits the vaccination of animals against bluetongue if Jersey is a surveillance zone declared under Regulation 3(2) of the Regulations.
The amendment of Regulations 1 and 7 of the Regulations by Articles 2 and 3 respectively of this Order, gives effect to Directive 2012/5/EU of the European Parliament and of the Council of 14 March 2012 (O.J. No. L.81/1, 21.3.2012) (the "2012 Directive") amending Council Directive 2000/75/EC (the "2000 Directive") as regards vaccination against bluetongue.
Animals may, subject to Article 5(1) of the 2000 Directive (as replaced by the 2012 Directive), be vaccinated against bluetongue in any geographic area but live attenuated vaccines (as defined in Regulation 1 of the Regulations, as amended by Article 2 of this Order) are restricted for use only in a protection zone (as may be declared for Jersey under Regulation 3(1) of the Regulations). If Jersey is declared a surveillance zone, any vaccination of animals against bluetongue using live attenuated vaccines is prohibited (in line with Article 10(2) of the 2000 Directive as replaced by the 2012 Directive).

This Order amends the Diseases of Animals (Rabies) (Importation of Mammals) (Jersey) Order 2011 ("principal Order").
Article 1 is an interpretation provision.
Article 2 inserts some definitions in the principal Order so as to bring the drafting of the principal Order, in so far as it relates to certain pet animals, in line with the Pet Travel Scheme (Jersey) Regulations 2011 and EU Regulation No. 576/2013 of the European Parliament and of the Council of 12 June 2013 on the non-commercial movement of pet animals ("Community Regulation"). The definition of "pet animal" is set out in the Community Regulation to mean an animal of a species listed in Annex I to that Regulation accompanying its owner, or a person authorised by the owner, during non-commercial movement. Except where specified otherwise, the principal Order does not apply to pet animals which are dogs, cats and ferrets (species listed in Part A of Annex I to the Community Regulation) as movement of those animals is governed by the Pet Travel Scheme (Jersey) Regulations 2011.
Article 3 amends the principal Order so that a licence is no longer required to bring into Jersey a pet animal which is a rodent or rabbit and which comes to Jersey from a member State of the European Union or any of the following countries or territories: Andorra, Switzerland, Faroe Islands, Gibraltar, Greenland, Iceland, Liechtenstein, Monaco, Norway, San Marino or the Vatican City State. If an animal is imported into such a member State, country or territory it must have been imported there legally.
Article 4 amends the provision in the principal Order so as to extend to ferrets (other than pet ferrets) the existing requirement which requires dogs and cats (other than pet dogs and cats) to be vaccinated against rabies.
Article 5 amends the provision in the principal Order concerning detention of animals on board vessels in a Jersey port concerning contact with pet animals to bring the language in line with the Community Regulation.
Article 6 amends to the Schedule to the principal Order so as to include ferrets in the list of common names of species included in the order carnivora.
Article 7 sets out the title of this Order and provides that it will come into force 7 days after the day it is made.

"Further to the Minister's answer to written question 9160, tabled on 19th January 2016, in which an estimate could not be provided in relation to how much potential tax income is lost by allowing the payment of Parish Rates on properties which are rented out to be offset against that rental income, would the Minister endeavour to investigate what this figure may be, or alternatively, would he consider allowing individual home owners and tenants to also claim payment of Parish Rates as an expense to be deducted from their tax contribution?"

Appointment of members of the Environment, Housing and Technical Services Scrutiny Panel
Standing Order 135(2)(b) provides that each Scrutiny Panel shall consist of a number of members determined by the Chairman of the Panel, but not more than 4, who must be elected members who are not Ministers or Assistant Ministers. Standing Order 135(3) provides that an elected member of a Scrutiny Panel cannot be a member of more than 2 Scrutiny Panels and can only be Chairman of one.
After announcing the number of members that he or she wants, the Chairman will make his or her nominations. The Presiding Officer will invite alternative nominations and, if alternative nominations are made, a secret ballot will be held.
