Sea Fisheries (Bag Limits) (Amendment No. 4) (Jersey) Order 2019.

Article 1 of this Order amends the Sea Fisheries (Bag Limits) (Jersey) Order 2016 to increase the bag limit set in that Order for the catch of sea bass, to permit one fish per day to be taken during the period 1st April to 31st October inclusive in any particular year. Outside that period, the limit remains at zero.

Article 2 gives the title by which this Order may be cited and provides for it to come into force on the day after it is made.

The Order was made on 28th March 2019 and came into force on 29th March 2019.

Control of Housing and Work (Exemptions) (Amendment No. 3) (Jersey) Order 2019.

This Order applies to a person with registered status between the ages of 16 and 26 who is the child of a midwife, nurse or social worker, or who is the child of a co-habiting partner of a midwife, nurse or social worker. Subject to conditions, the employment of such a person is disregarded for the purpose of determining the maximum number of registered persons who may work for an undertaking.

This Order comes into force 7 days after the day it is made.

The Order was made on 3rd April 2019 and came into force on 10th April 2019.

Terrorism (Proscribed Organizations) (Amendment No. 11) (Jersey) Order 2019.

Article 1 of this Order amends the list of proscribed organizations in Schedule 1 to the Terrorism (Jersey) Law 2002, to delete 2 entries, add 11 more, and update others.

The amendments delete entries relating to the International Sikh Youth Federation and Hezb-e Islami Gulbuddin, and add the 11 organizations (including their aliases) known as al-Ashtar Brigades; al-Mukhtar Brigades; Ansaroul Islam; Global Islamic Media Front; Hasam; Liwa al-Thawra; Mujahedeen Indonesia Timur; Turkestan Islamic Party; Jamaah Anshorut Daulah; Jamaat Nusrat al-Islam Wal Muslimin and National Action), as well as adding aliases by which others (in particular Al-Ghurabaa, and ISIL) are known. Entries for certain other organizations in the list, including Al-Qa'ida, are also updated.

Article 2 gives the title by which this Order may be cited and provides for it to come into force on the day after it is made.

Motor Vehicle Registration (General Provisions) (Amendment No. 21) (Jersey) Order 2019.

This Order makes provision for electronic applications for motor vehicle registration and for vehicle registration documents to be issued in electronic form.

Article 1 is an interpretation provision.

Article 2 inserts the definition "electronic communication" into the Order, giving it the same meaning as in the Electronic Communications (Jersey) Law 2000.

Article 3 allows an application for motor vehicle registration to be made electronically. As a consequence, Article 3 also deletes the current requirement for an application to include an insurance certificate and, if the owner is an individual, the owner's driving licence. Instead the application (whether electronic or not) must include the name of the owner's insurer and insurance policy number and the number of the owner's current Jersey driving licence or other evidence acceptable to the Inspector of the owner's identity.

Article 4 allows a registration document to be issued electronically at the Inspector's discretion.

Articles 5, 6, 7, and 8 require that if the particulars on the registration document need to be changed and the registration document has been issued electronically, the new particulars must, where reasonably possible, be added electronically. The circumstance where particulars need to be changed cover change of address or name; permanent removal of a registered motor vehicle from Jersey; breaking up or destruction of a registered motor vehicle and change of ownership.

Article 9 enables an application for the issue or renewal of a trade licence to be made electronically.

Article 10 amends the list of particulars of a motor vehicle that must be included in the register by adding the owner's date of birth; the owner's driving licence number if the Inspector has it, and the vehicle category.

Articles 11, 12, 14 and 15 substitute for existing documents the following: a revised application form to register a motor vehicle; a revised vehicle registration document; a revised application form for a trade licence and a revised form of trade licence.

Article 13 allows an application to change a vehicle registration mark to be made electronically and removes the requirement to provide a current registration document if the registration document has been issued electronically.

Article 16 sets out the title of the Order and provides that it will come into force 7 days after it is made. The Order was made on 5th April 2019 and came into force on 12th April 2019.

Emergency Powers and Planning (Designation of Competent Authorities) (Jersey) Act 2019.

By this Act the Emergencies Council, established under Article 1 of the Emergency Powers and Planning (Jersey) Law 1990, designates –

  1. the Minister for Economic Development, Tourism, Sport and Culture as the competent authority in relation to port operations for the purposes of Article 9A of that Law;
  2. the Minister for Home Affairs as the competent authority in relation to postal services for the purposes of Article 6A of that Law; and
  3. the Minister for External Relations as the competent authority in relation to telecommunications for the purposes of Article 6 of that Law.

The Act was made on 10th April 2019 and came into force on being made.
