The Minister for Economic Development, Tourism, Sport and Culture will make a statement regarding the application of Control of Housing and Work legislation during the Coronavirus crisis.

The Minister for Economic Development, Tourism, Sport and Culture will make a statement regarding financial support for self-employed Islanders during the Coronavirus crisis.

Note: Because of the requirement for a two-week lodging period, the minimum lodging period of the amendment of the Health and Social Security Scrutiny Panel will expire on Wednesday 15th April 2020. Furthermore,  notification  for  the  proposition  to  be  listed  for  debate  could  not  be  provided  in accordance with the timescale set out Standing Order 32. The Chair of the Panel has therefore given notice of her intention to propose, in accordance with Standing Order 80, that Standing Order 32 be suspended in order that the proposition may be listed for debate at the meeting; and subsequently to propose,  in  accordance  with  Standing  Order  26(7),  that  the  minimum  lodging  period  for  the proposition be reduced in order that it can be debated at the meeting.

Covid-19 (Restricted Movement) (Jersey) Order 2020.

This Order declares 8 a.m. Monday 30th March 2020 as the start of a period of restricted movement under Regulation 5 of the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020 ("the Regulations"). It also declares 8 a.m. on Monday 13th April 2020 as the end of that period.

The Order makes exceptions from the requirement not to go to (or remain in) a public place. The exceptions cover police officers, when acting as such, and authorised officers (defined in the Regulations to include health officers, as well as police officers), when acting as such. They also cover other persons when they are in a public place for the purpose of their work, if it is not reasonably possible for them to work from their home. Work includes charitable and voluntary work, and travel from home to work and back is treated as being for the purpose of work. There is also an exception for other persons who are required to go to (or remain in) a public place to fulfil a legal obligation.

The requirement under the Regulations applies to any public place. The Order adds that a private road or way is also to be treated as a public place if the public has access to it, whether for payment or otherwise.

The Order comes into force at the start of the period of restricted movement.

The Order was made on 29th March 2020 and came into force on 30th March 2020 at 8 a.m.
