For sub-paragraph 1(b) of PART 1 of the proposition substitute the following - (b ) to designate the Industries Committee as a Major Committee,

Report

The Industries Committee is going to be an extremely important committee of the States, the workload will be enormous, therefore it is totally inappropriate for this new Committee to have the status of a major committee and not be bound by Standing Orders for the first three years. To allow a member to be president of two major committees and members to sit on three major committees is hardly equitable. Members will have read that there are to be seven industry boards accountable to this Committee and each board will have three States members. As the committee will have a normal membership of seven, I believe it would be impossible for any member to sit on what would amount to three major committees and give the time and commitment that will be needed to this most important new Committee. It is also very evident that there will be a vast amount of work in setting up these boards, and getting the whole process in motion. Therefore I maintain that the Industries Committee should have full major committee status from its inception.
