PROPOSITION
THE STATES are asked to decide whether they are of opinion -
to request the Planning and Environment Committee, when considering any application under Article 6 of the Island Planning (Jersey) Law 1964, as amended, for development permission in respect of the property known as the Inn on the Park, St. Helier to ensure that the site continues to be used for leisure and entertainment purposes.

The reason for bringing back to the States the issue of West Park pavilion is my passionate belief that this prominent site must be retained for its original purpose. The site has provided leisure and entertainment to thousands upon thousands of Jersey people and visitors. For years we witnessed the deterioration and degradation of Havre des Pas bathing pool and over the last few years it had been a pathetic sight to locals and visitors alike. However today it is looking magnificent even though the restoration is not yet finished and the contractors are still on site.
All the indicators from every quarter, tour operators, travel agents, carriers, visitors and locals alike, and many more people with an interest in the good of Jersey are that that the present site of the Inn on the Park is the perfect site to be retained for leisure and entertainment.
The States have in their wisdom agreed to regenerate Havre des Pas swimming pool and have also agreed a wonderful new facility, the leisure pool complex on the Waterfront. In my opinion, and in the opinion of the Connétable of St. Helier, the West Park Pavilion site is the only site for leisure and entertainment which meets the needs of the residents of St. Helier and other built-up urban areas. It is strategically placed for parking, buses and taxis and pedestrians. In fact Connétable Le Brocq has reiterated that it is the perfect location for the residents of St. Helier who would have no concern over activities on the site, i.e. music, people leaving late at night etc.
My conclusion is that, in view of all the current indicators and the need for entertainment facilities for tourists and locals, it would not be in the best interests of the Island, its residents and visitors to lose this well-placed strategic site from its current purpose of providing leisure and entertainment facilities which will benefit Jersey.
