For many years now the existing authorized uses of the Inn on the Park have apparently proved unattractive commercially. The site does not really "continue to be used" and is simply falling into disrepair. There is no immediate prospect of any use for the site for leisure and entertainment proposals, unless the States were to amend its present stance on the introduction of casino facilities to the Island.
This amendment would not restrict the property to those present uses, which might have the effect of leaving the property to continue in its unused and deteriorating state. However it would only extend the possible use in a relatively narrow manner, the aim being to preserve in some way its original character and purpose.
This amendment is also motivated by the desire to provide some central community facilities in the parish of St. Helier, in the same way as has happened, for example, with Communicare in St. Brelade. Proposals for such a facility have already been suggested on part of the Esplanade site by the Project Immanuel Group, and encouraging negotiations have been held with members of the Waterfront Enterprise Board, which Board has responsibility for the site. Other conflicting uses for that site have led to consideration of other possible locations for a community centre, and it would seem opportune to include a site such as the Inn on the Park, even if ultimately it was found to be less than ideally suitable.
This amendment merely enables any negotiations to be less constrained.
