I believe Genette Malet de Carteret's C.V., as set out in the Appendix to this report, is in itself simple proof that she would be in a position to make a major contribution to the review body.
I would not wish to disagree with any of the names put forward by the Policy and Resources Committee. I feel, however, that the review body would gain from the inclusion of someone whose loyalties and experience "bridge the gap" between Jersey and models of good governmental practice elsewhere.
The amendment seeks to add Ms. Malet de Carteret's name to the list of "non-local" members, on the basis that she currently lives outside the Island. It should be obvious, however, that her roots are in Jersey.

C.V. of Ms. Genette Malet de Carteret
Born 29th August 1938 in Malvern, Worcestershire; parents Guy and Ursula Malet de Carteret of St. Ouen's Manor. Returned to Jersey November 1945.
Education: Jersey College for Girls 1946-1951; Prior's Field School, Godalming, Surrey 1951-1955 (A' levels in French, German and Latin); read Law at Lady Margaret Hall , Oxford (M.A. 1959).
Called to the Bar 1973.
Joined Treasury Solicitor's Department 1974.
Worked for ten years in newly-established European Law Litigation Department, having the conduct, on behalf of the United Kingdom, of cases coming before the European Court in Luxembourg.
Two years as EEC Cabinet Office Legal Adviser.
One year in Company Law Department in litigation arising out of the collapse of the International Tin Council. One year in Planning Department, conducting litigation on behalf of the Department of the Environment. Acquired the house of her mother at Les Fouothets, Millais, St. Ouen, by deed of gift 1989.
Has spent many weeks every summer since 1945 in Jersey, and has a close attachment to the Island.
