PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  (a ) to approve the sale to Trump Holdings Limited of the property, 12 Halkett Street, St. Helier, as shown on

drawing No. 626/1 for the sum of £502,000.00, subject only to contract and subject to each party being responsible for their own legal fees;

  (b ) to authorise the Attorney General and the Greffier of the States to pass the necessary contracts on behalf of

the public.

By her last Will and Testament of real or immovable estate, dated 20th September 1974, the late Mrs. Eunice Jane Bailhache , née Aubrey, devised her real and immovable estate to the public of the Island, upon the condition that the same should be administered for the benefit of the Public Health Committee, "For the general welfare of persons elderly and for blind or sick at the General Hospital". This estate includes the property, 12 Halkett Street, St. Helier .

12 Halkett Street is a three-storey terraced building, comprising a shop at ground level, a commercial unit on the first floor and a flat on the second floor.

The ground floor is presently let to Discount Textiles on a monthly licence. The first and second floors are in a poor state of repair and presently uninhabitable.

The Health and Social Services Committee was exploring the redevelopment of the property when an interest was made in its purchase. The Committee, following advice from Property Services, approved the recommendation to place the property on the open market to test the interest in its purchase. As a result, six tenders for the purchase of 12 Halkett Street were received. The highest bid of £502,000 was received from Trump Holdings Limited via their agents Broadlands Estates Limited.

The Health and Social Services Committee wishes to reinvest the capital raised from the sale of 12 Halkett Street in purchasing additional staff housing, which will aid the Committee's ability to recruit essential clinical staff. The additional rental received from the housing will be used in the terms of the bequest.

The Committee therefore seeks approval of the States to the sale.
