Comments

The Policy and Resources Committee supports the establishment of a housing development fund to help meet the cost of the housing development programme. However, because of the pressure on the States cash reserves the Committee is of the opinion that every opportunity should also be taken to encourage the private sector to engage in the provision of social housing, and that the involvement of agencies such as the housing trusts should also be welcomed. Thereby it is believed that the demands on the public purse can be lessened, and the housing development programme objectives most effectively achieved. With this in mind, the Committee does not support sub-paragraphs 3 and 4 of the proposition, which asks the States to rescind their decision that Westley Court, Westley Lodge and Maison Le Fondré should be sold to a housing trust as originally proposed. The Committee is of the opinion that the previous decision of the States should be maintained so that the resources that can be made available to the Housing Development Fund can be used to support other essential housing developments.
