PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  to a g re e , in principle, that the present method of income tax collection should be replaced for all wage and salary

earners by a method of weekly or monthly income tax deduction, and to charge the Finance and Economics Committee to prepare and present to the States the necessary legislation to implement the change as soon as practicable.

There can be no doubt that one of the more common critiques in the way that we manage the governmental affairs for and behalf of the Island is in the way that we allow people to come to the Island to work and evade the payment of taxes for which that income requires that they pay. There is no need for a detailed report by myself in this proposition as I am sure the relevant Committees will report the merits and shortcomings of my suggestion in time. I will, however, by submitting this proposition, I hope, have focused the States on the immediate need to debate this issue. This, in relation to the large amount of construction work about to take place, will help to address a number of issues.
