The purpose of Article 2 paragraph (a) is to remove the requirement that a person serving as a juror has to be a British citizen.
On page 4 of the Report in P.89/2000 the Comité sees no reason to retain the requirement that a juror be a British citizen. It is my belief that the people of Jersey would indeed prefer their justice to be dispensed by British citizens. Anyone wishing to sit on a jury but are unable to do so because of his/her nationality, can do so by the simple remedy of taking British citizenship.
