THE STATES are asked to decide whether they are of opinion -

  in   a c c o rdance with Article 9 of the Police Force (Jersey) Law 1974, as amended, to appoint Mr. Graham Power

Q.P.M. M.A. as Chief Officer of the States of Jersey Police Force with effect from 1st December 2000.

REPORT

The Home Affairs Committee is recommending the appointment of Mr.  Graham Power Q.P.M. M.A. as the new Chief Officer of the States of Jersey Police.

Mr. Power is currently the Assistant Inspector of Constabulary for Scotland, in which post he works directly with Her Majesty's Chief Inspector of Constabulary in inspecting Scott ish policing.

Mr. Power has a wide range of senior level experience which includes leading the policing of the 1997 Commonwealth Conference, working directly with the Justice Minister in addressing issues arising from the enquiry into the death of Stephen Lawrence, planning and commanding over 60 Royal and State visits, as well as leading an independent enquiry into the handling by the Grampian Police of the murder and abduction of a local boy.

Biography

Born: 2 nd June1947 in Middlesborough Married with a daughter and two sons

1966 Sta  rted Police career in Middlesborough in the North East of England. This Force subsequently became part of the

Cleveland Constabulary. As Chief Inspector and Superintendent held responsibility for force operations, major incident planning and territorial policing.

1991 A s sistant Chief Constable, Lothian and Borders Police   (a F o r c e of 3,400 staff)

R e s p o n sibility for management of the Force Budget.

C o r p o ra te Planning - re-structured the Force in response to local government re-organisation. E x e c u tiv  e Head of Personnel.

1994-8  D  eputy Chief Constable, Lothian and Borders Police

  Su  p p o rte  d the Chief Constable in the day to day running of the Force.   R e s p o n sibilities included -

p la n n in g a n d command responsibilities for an average of 60 Royal/State visits a year;

ad d  re s s in g p o licing issues arising from one of the United Kingdom's largest tourist populations;

p la n n in g a n d leading the policing of the 1997 Commonwealth Conference;

le d an in  d ep e n dent enquiry into the handling by Grampian Police of the murder and abduction of a local boy.

The selection procedure

Mr. Power was chosen by a selection panel comprised of the President and Vice-President of the Home Affairs Committee, the  Vice-President  and  Chief  Executive  of  the  Human  Resources  Committee,  the  Chief  Executive  of  the  Policy  and Resources Committee, and the Chairman of the Police Authority. The panel was advised by Her Majesty's Inspector of Constabulary.

The entire selection process followed Home Office guidelines which were published in 1996 and adopted by the Home

Affairs Committee earlier this year.

Housing consent

By Act No. 18 dated 8th February 1999, the Housing Committee agreed that a five-year consent under Regulation 1(1)(j) of the Housing (General Provisions) (Jersey) Regulations 1970, as amended, would be granted to the new Chief Officer, States of Jersey Police upon retirement of the current postholder. This was supported by the Human Resources Committee.
