PROPOSITION
THE STATES are asked to decide whether they are of opinion -
(a) to authorise the transfer of administration of the car park serving Cyril Le Marquand House, Lemprière Street, St. Helier, as shown hatched and marked A' on Drawing No. 585/1A from the Public Services Committee to the Finance and Economics Committee;
(b ) to authorise the transfer of administration of the public car park situated at the junction of Union Street and
Lemprière Street, St. Helier , as shown hatched and marked B' on Drawing No. 585/1A from the Public Services Committee to the Finance and Economics Committee; and
(c ) to permit the Public Services Committee to retain any parking fees collected whilst the public car park is still
in operation.

Notes: 1. T h e Finance and Economics Committee supports this proposition on the basis that any loss in income or cost
of relocation due to the loss in car parking spaces be contained within either the Public Services Committee's agreed cash limit for 2000-2002 or the Car Parks Trading Fund. The Finance and Economics Committee also supports the related proposition of the Planning and Environment Committee, "Old Street, St. Helier: purchase" (P.201/99).

The P.70/90 New Magistrate's Court Project Group, which was set up in 1991 to procure a new Magistrate's Court, decided, on 10th January 1996, to adopt the Parish/States car park located to the north of Cyril Le Marquand House as a preferred site for the new Court, and the Finance and Economics Committee, at its meeting of 24th May 1996, requested the Department of Property Services to commence negotiations for the acquisition of the site adjacent to Cyril Le Marquand House for the purposes of developing the new Court.
In principle terms have been agreed for the acquisition of Old Street from the Parish of St. Helier , but in order to facilitate the development, the transfer of the car parks is also required from the Public Services Committee to the Finance and Economics Committee.
The car park immediately adjacent to Cyril Le Marquand House and to the north-west of Old Street comprises a site area of approximately 16,900 square feet, and provides 28 spaces which are occupied by the general public and 17 spaces which are used for States' members and officers.
The triangular piece of land to the south-east of Old Street which is situated at the junction of Union Street and Lemprière Street totals approximately 2,400 square feet, and provides parking for nine vehicles.
The transfer of the land is critical in enabling progress to be made with the design and construction of a long-awaited, purpose-built Court facility which will also provide 12 parking spaces and therefore reduce the loss of parking in the location.
The Public Services Committee will maintain the existing car parks and collect the resultant parking revenues until such time as construction works are ready to start on-site, which is anticipated to be in June 2000.
