PROPOSITION
THE STATES are asked to decide whether they are of opinion -
to r e fe r to their Act of 13th April 1993 when they approved, in principle, the establishment of an independent
Jersey Police Complaints Authority and approved the appointment of Mr. Leslie May F.C.C.A. as its Chairman (Designate) and, in accordance with Article 2 of and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999 -
(a ) to appoint Mr. Leslie May F.C.C.A. as Chairman of the Police Complaints Authority for a period of three
years, with effect from 1st January 2001;
(b ) to appoint the following as members of the Jersey Police Complaints Authority for a period of three years,
with effect from 1st January 2001 -

REPORT
On 13th April 1993, the States approved, in principle, the establishment of an independent Police Complaints Authority in the Island (P.29/93) and approved the appointment of Mr. Leslie May F.C.C.A. as Chairman (Designate) of the Authority pending the approval of the necessary legislation.
On 22nd September 1998 the States approved the Police (Complaints and Discipline) (Jersey) Law 1998 (P.162/98), the purpose of which was to establish a Police Complaints Authority in the Island and to make new provisions for the investigation of complaints and other matters relating to the States of Jersey Police, Port Control Officers and members of the Honorary Police and the hearing of disciplinary charges.
This Law was sanctioned by Her Majesty in Council on 10th February 1999, was registered in the Royal Court on 5th March 1999 and is recommended to come into force on 1st January 2001. It provides that the Authority should be independent and free from outside control or influence and should oversee, monitor and supervise the investigations to ensure that they and subsequent decisions are carried out in an impartial, thorough and meticulous manner.
The Law provides for both the Chairman and the Members to be appointed for a period of three years and requires the Authority to submit an annual report to the States.
The Home Affairs Committee recommends that the following be appointed to serve on the Jersey Police Complaints Authority for a period of three years -
Mr . L e slie May F.C.C.A., Chairman. A senior civil servant since coming to Jersey on 1st January 1973, until his
retirement in June 1991. During this period Mr. May held the following posts -

Pr io r t o coming to Jersey, Mr. May's career was in the private sector in the United Kingdom, where he held senior
management positions in The Imperial group, Fisons Ltd., and J. Lyons & Co. Ltd.
M r. M a y is a Fellow of the Association of Chartered and Certified Accountants and a Fellow of The Institute of
Directors. He is also a member of the Jersey Rotary Club and has been Chairman over the years of numerous Rotary Committees.
Mr . A nt hony Beaumont was a civil servant employed as a Senior Engineer with the Public Services Committee
from 1974 until 1998. After serving a five-year mechanical engineering apprenticeship, he served with Her Majesty's Forces in the R.E.M.E.. Following his military service, he worked for various major civil engineering contractors in the United Kingdom prior to coming to Jersey, subsequently taking an appointment with the Public Services Department.
Ma j o r General C.G. Cornock C.B. M.B.E. was educated at King Alfred School, Germany, and the Royal
Military Academy, Sandhurst, where he won the Sword of Honour. He was commissioned in the Royal Artillery in 1956 and served in many parts of the world mostly with Airborne Forces. His final appointment was as a Chief of Staff to the Supreme Allied Commander, Europe, with special responsibility for Berlin.
M a jo r G eneral Cornock was made a Member of the Order of the British Empire in 1974 and a Companion of the
Order of the Bath in 1988. He is currently Chairman of the Confederation of British Service and Ex-Service Organisations and Colonel Commandant of the Royal Artillery.
A dv o c a te Nuno Santos Costa is a partner of the Jersey Law firm of Crill Canavan and head of their Commercial Litigation Department. He graduated in 1981 with an Honours Degree in Law from Kingston University, and was
called to the English Bar in 1984. He qualified as a Jersey Advocate on 23rd March 1992 and as a Crown Advocate
in 1998. Before moving to Jersey, he worked in Chambers in London specialising in criminal law and general common law.
Advocate Costa is President of the Jersey Botanical Garden Trust and Trustee of the Jersey Youth Trust.
Mr . P e ter Holliday B.S.C. (Hons) came to Jersey in 1980 on being appointed Official Analyst to the States. At
Edinburgh University he obtained an Honours degree in Pure Chemistry. In his earlier career, Mr. Holliday held posts in the Public Analyst Service of Local Government in the United Kingdom serving in various authorities in England and Scotland. Before coming to Jersey he was Scientific Advisor to Lothian, Borders and Northern Isles Regions of Scotland.
M r . H o lliday retired in August 1992, and for some years continued his professional interest as Chairman of a Board
of the Royal Society of Chemistry.
Mr . D e rek Le Maistre was educated at Victoria College and at Westminster College, London. He began his
teaching career at St. Helier Boys' School and after six years was appointed Deputy Headteacher at St. Luke's Primary School, St. Helier. In 1969 he was appointed Headmaster of First Tower School, an appointment he retained until his retirement in August 1998. Mr. Le Maistre has obtained degrees in psychology and sociology.
M r. L e Maistre is a lay preacher in the Methodist Church and enjoys debating, music, photography and classic
motoring.
Mr s . T oni Roberts M.B.A. A.C.I.S. is the International Client Solutions Manager with the Chase Bank and Trust
Company (C.I.) Limited and is responsible for the management and implementation of global marketing strategies, including the development of fiduciary structures in offshore locations. Mrs. Roberts gained an M.B.A. at Leicester University and is an Associate Member of the Chartered Institute of Secretaries and Administration. She is a former secretary of the Jersey Association of Spina Bifida and Hydrocephalus and is a member of many local charities. Her outside interests also include golf and snow skiing.
