The Proposition, lodged by Deputy Le Hérissier, seeks States' approval for "the appointment of a Committee of Inquiry to investigate fully the circumstances surrounding the reduction in the subsidy granted to Pioneer Coaches Ltd. by the Public Services Committee to operate the "Hoppa Bus" in July 2000 which led to the withdrawal of the service by the company, and to report back to the States with such recommendations (if any) as the Committee considers to be appropriate.".

The Public Services Committee considered this matter during a special meeting to discuss its bus strategy on Monday 20th November, having examined the relevant Committee Acts and associated documents at a previous Committee Meeting.

The Committee is of the view that the carrying out of an independent review of the Hoppa Bus dispute' could serve a useful purpose. However, the Committee feels that this can be done without the need to appoint a formal Committee of Inquiry, with its considerable demands on resources and time.

The Committee suggests that a speedier and less cumbersome approach would be for the Policy and Resources Committee to appoint an independent person to carry out a comprehensive review of the circumstances of the dispute, and to make appropriate recommendations to the States via the Policy and Resources Committee.

Notwithstanding this view, the Public Services Committee has no objection to a Committee of Inquiry being carried out into the matter if that is the wish of the States.
