PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  to c h a rg e the Industries Committee to investigate the estimated total value of the capital projects and related civil

engineering works proposed for the St. Helier Waterfront area and the projected total number of employees required to construct and staff these projects, and to report back to the Assembly with estimates of these totals within two months.

The information which this projet seeks to elicit relates to two core strategic policies of the States; population and inflation. The States have accepted that major construction works have the potential to cause both population growth and inflation. In combating these two problems, the Island relies in large part upon the application of the Regulation of Undertakings and Development Law, which is administered by the Industries Committee. If the Industries Committee is to be effective in planning its use of the Law, it must be able to produce estimates of the likely demand for labour and the value of proposed capital works, given the policy of limiting demand upon the construction industry.

I recently attempted to obtain similar information by tabling questions to the Industries and Policy and Resources Committees, but both Committees refused to provide the information sought. I am therefore left with no choice other than to seek the agreement of the States to obtain the information.
