PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  in a c co r dance with Regulation 3(5) of the Public Employees (Contributory Retirement Scheme) (General) (Jersey)

Regulations 1989, as amended, to approve the appointment of Mr. John T. Noel as a member representative on the Committee of Management for the period ending 31st December 2000, in place of Mr. Michael B. Kavanagh.

Report

The Regulations governing the Committee of Management of the Public Employees' Contributory Retirement Scheme provide for the appointment of employer and member representatives.

The member representatives are nominated in a manner which is acceptable to the Human Resources Committee and are drawn from the Public Employees Pension Scheme Joint Negotiating Group (the Group), a body which is comprised of representatives from all of the Unions and Associations with members in the Scheme. The Group have chosen Mr.  John Noel to replace Mr. Michael Kavanagh, who has resigned from the Committee of Management. The Human Resources Committee, in accordance with Regulation 3(2) of the Regulations are therefore nominating Mr. Noel to serve on the Committee of Management, for the term of office to expire on 31st December 2000.

Mr. Noel is a career public servant, having been employed as a civil servant since 1966. He is currently the Chairman of the Civil Service Joint Council - Staff Side and Chairman of the local branch of the Association of Clerical, Technical and Supervisory Staff.
