PROPOSITION
THE STATES are asked to decide whether they are of opinion -
( a ) to approve drawings Nos. 588:98:100, 101A, 102-104, 105B and 106A showing the proposed Phase 2
extension to and remodelling of Grouville School, Grouville ;
(b ) to authorise the Greffier of the States to sign the said drawings on behalf of the States. EDUCATION COMMITTEE

Grouville School has been full and operating above capacity for many years. To accommodate the growth in the number of pupils attending the school, up to five temporary classrooms have been utilised in recent times.
There are 324 pupils of statutory age attending this school at present, and this number is due to rise to just under 350 by September 2002. In addition, there are 30 full-time equivalent places for children aged three to four-and-a-half years within the new nursery class. It is estimated that the main school cohort will, with existing Grouville housing stock and potential additional housing units planned for the Grouville School catchment area, remain around this size to the end of the decade and perhaps beyond.
To cater for this growth and to provide suitable accommodation in which to deliver the modern Jersey curriculum, the Committee is extending and modernising the school in two phases. Although this will be less cost-effective than one contract phase, given the congested layout of the existing school, the restricted site and the numbers of children involved, two distinct phases were necessary for the school to remain operational during the remodelling process.
Phase 1 of the project, for Key Stage 1, included three new classrooms, extensions to and remodelling of three existing classrooms, a new nursery class, the provision of shared resource and withdrawal areas, new toilet facilities and improved external teaching and play spaces, and was completed in November 1999.
This Phase 2 of the project, for Key Stage 2, includes a further three new classrooms, extensions to and remodelling of five existing classrooms, a new library, various shared resource and withdrawal areas, improved staff facilities and additional hall storage space. In addition, the remaining external teaching and play areas will be finalised.
The Committee has sufficient funds for this project within its current capital budget, as inflated to meet today's building costs, and therefore asks the States to approve these drawings and permit the project to proceed.
