THE STATES are asked to decide whether they are of opinion -

  to a p p ro ve the appointment of Mr. Geoffrey Colin Powell O.B.E. as Chairman of the Jersey Child Care Trust for a

term of three years with effect from 1st January 2001.

At its meeting of 18th February 1997, the States adopted a proposition of the Education Committee (P.244/96) and approved the setting-up by the States of a Child Care Trust to co-ordinate, promote and facilitate expansion of child care provision in the Island.

Following registration of the Trust's Constitution before the Royal Court on 5th December 1997, the Trust has supported the development of significant advances in the range, quality and quantity of child care places available for children aged up to twelve years, and has formed a close and working relationship with other agencies, both States and private, which are concerned for the welfare of children.

During this period, the Trust has been most ably led by Advocate Mrs. Deborah Lang who, following approval by the States on 7th October 1997, took up the position of Chairman of the Trust as from 1st December for a period of three years. The Committee wishes to thank Advocate Mrs. Lang most sincerely for her considerable drive and influence during this initial period and to express, publicly, the view that her considerable skills and determination have been critical in establishing the strong and respected position which the Trust now holds. Sadly, but understandably, Advocate Mrs. Lang has decided that due to work pressures and her other many commitments, she feels unable to continue to fulfil this role to the high level required and has therefore, decided not to continue as Chairman beyond 30th November 2000.

The Constitution of the Trust requires the States, on the recommendation of the Education Committee, to appoint an independent person, who is not a States member, to act as Chairman of the Trust. The Education Committee remains of the view that, for the work of the Trust to continue, it is essential that the Chairman is a person with integrity, vitality, an interest in child care and related issues. To be effective, the Chairman must demonstrate leadership and bring to bear a high degree of professional commitment to the aims and objectives of the Trust.

The Education Committee is, therefore, delighted to recommend Mr. Geoffrey Colin Powell, O.B.E., the former Chief Adviser to the States, whose background and extraordinary skills are well known to members, for this honorary position. The Committee is confident that Mr. Powell will bring his considerable experience to bear on this important role and will be an exemplary leader to give effect to the Trust's Five Year Strategy which will, subject to States' approval next year, be implemented from 2002.
