PROPOSITION
THE STATES are asked to decide whether they are of opinion -
( a) to approve the transfer of administration from the Planning and Environment Committee to the Housing
Committee of the properties known as Le Coie Hotel, Glenrose, No. 1 Garlyckhythe, Niebla and Simla, situated in Janvrin Road in the parishes of St. Helier and St. Saviour as shown on drawing No. 593/2A;
(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States. PLANNING AND ENVIRONMENT COMMITTEE

On 6th October 1998 the States agreed to purchase the property known as "Le Coie Hotel", Janvrin Road, St. Helier from Le Coie Hotel Limited, for the purposes of constructing a development of social rented units, and the property was purchased on behalf of the public on 30th October 1998. In addition, on 8th December 1998, the States of Jersey agreed to purchase the property known as "Simla", Janvrin Road, St. Helier from Mrs. Ella Mavis de Ste. Croix in order to provide a more orderly and rational development of the Le Coie Hotel site. "Simla" was purchased on behalf of the public on 22nd January 1999.
As part of the original agreement the public had agreed to allow Le Coie Hotel Limited and Mrs. de Ste. Croix to remain under licence at the respective properties. Both buildings were vacated on 30th September 1999, and the Housing Committee is in the process of developing the entire site to provide a total of 119 social rented units, with underground car parking, a crèche, special needs group home, community centre and learning difficulties group home.
The Planning and Environment Committee considers that the house, outbuildings, land and appurtenances, known as "Simla" in Janvrin Road, St. Helier, and the hotel known as "Le Coie Hotel" with swimming pool, buildings and land dependant thereto, together with the houses known as "Glenrose", No. 1 "Garlyckhythe" and "Niebla" all situate in Janvrin Road in the Parishes of St. Saviour and St. Helier should now be transferred to the Housing Committee to facilitate the comprehensive re- development of the entire site for the purposes of constructing a development of social rented housing units.
