PROPOSITION
THE STATES are asked to decide whether they are of opinion -
to r e f er to their Act dated 28th July 1998 in which they appointed the Chairman and Members of the Police
Authority for a period of four years from 1st September 1998, and to appoint Mrs. Hilary Lambert in place of Mr. John Le Gallais for the period ending 31st August 2002.

Report
On 19th May 1998 the States adopted a proposition of the Defence Committee - Policing of the Island - (P.49/98) and approved the establishment by law of a Police Authority with responsibility for -
(a ) s e curing the maintenance of effective and efficient policing throughout the Island;
( b ) s etting local objectives and performance targets for the States of Jersey Police Force and the Honorary
Police;
( c ) is suing an annual report, reflecting achievements and budget details, to be presented to the States and
published.
It was also agreed that the constitution of the Police Authority should be as follows -
an in d ep endent Chairman, appointed by the States on the recommendation of the Defence Committee; tw o m e mbers of the Defence Committee, not being Connétable s appointed by that Committee;
tw o C o n nétables appointed by the Comité des Connétable s;
tw o in d ependent persons, appointed by the States on the recommendation of the Defence Committee following an
open selection procedure involving the Attorney General and the Defence Committee, the States appointments to be made following consideration in camera.
On 28th July 1998 the States appointed the following persons to act as Chairman and Members of the Police Authority for a period of four years from 1st September 1998 (P.156/98) -

Following the changes in Committee membership in December 1999, the retirement from the States of Connétable Enid Quenault and the request to retire from the Police Authority received from Mr. John Le Gallais, the following new members have been appointed to serve for the remaining period of the Authority -

The Committee wishes to record its appreciation to all the retiring members for serving on the Police Authority since its inception in 1998.
The Committee, following consultation with the Attorney General, recommends that Mrs. Hilary Lambert be appointed as a member of the Police Authority to replace Mr. John Le Gallais until 31st August 2002.
Mrs. Lambert is a former District Commissioner of the Jersey Guides Association and is currently a Vice-President of the Association. She served as a member of the Youth Court Panel for nine years, and has been a member of other voluntary organisations including the Citizen's Advice Bureau. She is the widow of the late Peter Lambert, the former Chief Executive of the Health and Social Services Department.
If Mrs. Lambert's appointment is approved the constitution of the Jersey Police Authority will be -
