The Loi (1995) (Abrogation) sur les Etrangers was introduced in order to repeal the Loi (1937) sur les Etrangers. The 1937 Loi could not, however, be repealed until subordinate legislation corresponding to its remaining provisions was brought into force under the Immigration Act 1971, as extended.
While draft legislation was in the course of preparation, Her Majesty's Government introduced new immigration legislation in the form of the Asylum and Immigration Act 1996, parts of which were extended to the Bailiwick by the Asylum and Immigration Act 1996 (Jersey) Order 1998.
Subsequent changes in the practice of administering certain immigration controls meant that subordinate legislation was no longer required except for the purposes of designating ports of entry and exit. An Act to this effect is being laid before the States to coincide with this Appointed Day Act and the Loi (1937) may be safely repealed.
There are no additional financial or manpower implications for the States.
Explanatory Note
This draft Act would bring into force the Loi (1995) (Abrogation) sur les Etrangers (P.58/1995) which was adopted by the States on the 23rd May 1995 and which repeals the Loi (1937) sur les Etrangers, as amended.

1 . L a Loi (1995) (Abrogation) sur les Etrangers entrera en vigueur le premier octobre 2001.
2 . C et Acte pourra être cité sous le titre d' "Acte (200-) mettant en vigueur la Loi (1995) (Abrogation) sur les Etrangers".
