PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  to s u s p end Standing Order No. 4(1) to enable the States to meet on the days fixed for the holding of meetings in

ordinary session in 2002.

Report

In order to ensure a reasonably regular pattern of States meetings in ordinary session during 2002, it has been necessary to propose that the States depart from the strict provisions of Standing Order No.  4(1) in some cases.

If members agree to meet on the days set out below the States will meet on successive Tuesdays in March (to avoid meeting in Holy Week) and December.

2002

First Session

January 15th and 29th February 12th and 26th March 12th and 19th April 9th and 23rd May 14th and 28th June 11th and 25th July 9th and 23rd

Second Session

September 10th and 24th October 8th and 22nd

November 5th and 19th

December 3rd, 4th December 10th December 12th

December 17th

Before proposing these dates the House Committee considered whether it should suggest that the States meet weekly in 2002 as has been decided for the autumn session this year. The Committee has concluded it has no evidence at this stage that the volume of business next year will justify moving away from fortnightly meetings although it will obviously be possible for the States to add additional meetings in the New Year if required. The Committee would also point out that the proposed dates for December 2002 are based on the assumption that no changes to the present machinery of government will be in place before the next scheduled elections.

The first meeting of 2003 will take place on 21st January 2003.

This proposition has no implications for the financial or manpower resources of the States. Note
