THE STATES are asked to decide whether they are of opinion -

to a g re e that the following members should be appointed to the Jersey delegation to the Commission Amicale - C o n n é ta b le H enry George Coutanche of St. Lawrence (Education Committee);

D e p u ty R o b in   Charles Hacquoil of St.  Peter (I n d u s tr i es C o mmittee).

The Commission Amicale between the States of Jersey and the Conseil Régionale de Basse Normandie was established by the States on 31st January 1995, following the closure of the French Consulate in Jersey in the early 1990s, with the aim of reinforcing cultural and commercial links between Jersey and France.

The Commission Amicale expresses its gratitude to the former Connétable of St. Mary and Chairman of theComité des Connétable s, Mr. Edwin Le Gresley Godel, for his membership on the Commission since 18th February 1997, with particular regard to his contribution in his capacity as Chairman of the central group of the twinning organisations, and as a representative of the Education Committee.

The Jersey delegation's membership is drawn from different Committees to ensure that as wide a spread as possible of mutual interests between the two communities is represented.

Accordingly, the Jersey delegation to the Commission proposes to invite a replacement representative from the Education Committee, and in view of the importance and relevance of the Industries Committee, to invite a representative of that body as follows -

C o n n é ta ble Henry George Coutanche of St.  Lawrence (Education Committee);

D e p u ty Robin Charles Hacquoil of St. Peter (I n d u s tr ies Committee).

This will ensure that the interests of the Education Committee continue to be represented, and the interests of the recently established Industries Committee are represented and contribute to the reinforcement of cultural and commercial links accordingly. Together with the existing members, this will ensure that the interests of the Policy and Resources, Finance and Economics, Industries, Planning and Environment, Education, Public Services, Agriculture and Fisheries, Tourism, Housing, Human Resources, Sport, Leisure and Recreation, Home Affairs and Legislation Committees are represented, as well as the Committee for Postal Administration, the Jersey Transport Authority and the Comité des Connétable s.

The benefits of this membership are clear, given the importance of transport links and the commercial opportunities that may be available, not to mention mutual interests, including commercial fishing, planning and tourism issues.
