PROPOSITION
THE STATES are asked to decide whether they are of opinion -
(a ) to authorise the transfer of administration of the premises known as 6 Plaisance Terrace, La Route du Fort,
St. Helier, as shown on Drawing No. 254/00/12 from the Health and Social Services Committee to the Hom Affairs Committee; and
(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States. HEALTH AND SOCIAL SERVICES COMMITTEE

Report
On Friday 6th May 1998 No. 6 Plaisance Terrace, St. Helier, was purchased by the Public of this Island acting by virtue of an Act of the States dated 26th April 1988 for a consideration of £240,000.
Principally this was to provide a facility to be run on behalf of the Public by the Soroptimists International on a trial basis for a period of two years.
Situated on La Route du Fort, No. 6 Plaisance Terrace was a lodging house but this time it was offered fully furnished and with all the equipment in the various bed-sitting rooms left intact.
The building was constructed in the late 19th century and consists of a three-storey house with basement. The property was completely refurbished in 1983 to a high standard and converted into a licensed lodging housing comprising seven bed-sitting rooms, a self-contained caretaker's flat and an adequate number of WC's, shower rooms and bathrooms.
The caretaker's flat is restricted to being occupied by persons holding housing qualifications A-H.
At the present time the basement area is occupied by a foundation called ACET, an agency working with sexual health issues and the integration of the Portuguese community within the Island community. Currently ACET are not paying any rent.
It is proposed that the property will be administered by the Home Affairs Committee and converted into a specialist interview facility. The Home Affairs Committee in their Act of 7th September 2000 indicated that it would wish to accept this property.
The States are requested to recommend that the administration of 6 Plaisance Terrace, St. Helier should be transferred from the Health and Social Services Committee to the Home Affairs Committee as outlined in the Health and Social Services Committee Act of 4th October 2000.
There are no financial or manpower implications for the States arising from this proposition.
