Notes:  1. T h e Planning and Environment Committee supports the principle of the transfer of the administration of the

properties to the Committee as it is of the view that the Department of Property Services has the necessary expertise to administer the properties in line with best practices. However, the Committee is concerned with the possibility of arrears of maintenance as it does not have the necessary funding to cover such costs. Therefore, the Committee could only assume responsibility for the properties on the basis that any liability not funded from within the existing rental figures would be underwritten by the Finance and Economics Committee.

2 . T he Finance and Economics Committee supports the proposed transfer of administration of the said

properties.

The Tourism Committee currently administers a portfolio of land and buildings used for the operation of cafes, which are tenanted on three-year leases and are due to end on 24th December 2000.

The Tourism Committee does not have all the necessary expertise to administer such properties as listed above, but works closely with the Department of Property Services to formulate leases and set rentals and procure the services of contractors to undertake maintenance /improvement works.

The administration of such properties is not considered a core activity of the Tourism Committee, and responsibility would be more appropriately placed with the Planning and Environment Committee.

On  transfer  of  the  portfolio,  the  Tourism  Committee  would  not  only  lose  a  gross  income  of £47,988,  but  also  the responsibility for maintenance. This is considered to be in the region of £15,000 per annum. Jersey Tourism therefore needs an increase in cash limits of £330,00 to compensate for the transfer of income and to maintain its current budget position.
