PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  (a ) to approve drawings nos. 3012:WD01, 02, 03 and 04 showing the proposed construction of a new nursery

class at Bel Royal School, St. Lawrence ;

  (b ) to authorise the Greffier of the States to sign the said drawings on behalf of the States. EDUCATION COMMITTEE

Bel Royal School is the only resourced primary school which accommodates children between the ages of five and eleven with physical handicaps. With demographic growth and improvements in medical care and treatment, the school is having to provide for an increasing number of children with physical handicaps and for an increasing number of children with multiple or severe disabilities.

In addition to this growth in the number of school age children, early diagnosis and treatment is becoming the norm for children as young as two or three years of age, and it is clear that in many cases, early educational intervention at this age can reap significant benefits in later years. Provision for several children with physical disabilities is being made at the new nursery classes at Le Squez and Grouville Schools, but these mainstream units can only deal with a few children and those offering lesser challenges. It is therefore proposed to construct a new, purpose-built nursery class at Bel Royal School and thereby to make adequate and appropriate provision for these children. The majority of the 30 places in this nursery class will, as happens for the school as a whole, accommodation children without physical disabilities.

The Committee has sufficient funds for this project within its current capital budget, as inflated to meet today's building costs and therefore asks the States to approve these drawings and permit the project to proceed.
