PROPOSITION
THE STATES are asked to decide whether they are of opinion -
in accordance with Article 36B of the States of Jersey Law 1966, as amended, to approve the appointment of a Committee of Inquiry to investigate fully -
(a ) th e circumstances through which Mr. Roger Holland was elected and remained a member of the Honorary
Police of St. Helier ;
(b ) th e current procedures that are in place for the election of persons as members of the Honorary Police; an d to r eport back to the States with such recommendations as the Committee considers to be appropriate.

REPORT
The recent conviction of Mr. Roger Holland and his apparent ability to enter and remain in the St. Helier Honorary Police has raised serious questions as to the procedures that were followed in the recruitment and monitoring of this officer.
It is essential that the procedures followed, or not followed as the case may be, are investigated in depth so that secure safeguards are put in place to prevent any repetition of this or similar affairs.
In addition the Inquiry should be invited to look at, and report upon, any broader issues concerning honorary policing which stem from this affair.
It should be made absolutely clear that the proposer supports the honorary service but only on the basis that the public are totally reassured that this matter has been fully investigated and that the specific and broad lessons are learnt and are applied with vigour.
Financial and manpower statement
Article 36K of the States of Jersey Law 1966 states that the Finance and Economics Committee may direct to what extent a person appointed to a Committee of Inquiry may be remunerated and those expenses together with any others which the Finance and Economics Committee may direct may be incurred by a Committee of Inquiry shall be paid out of the general revenue of the States. It will therefore be a decision of the Finance and Economics Committee as to how much the Committee of Inquiry will cost.
Paragraph (5) of Article 36I of the Law provides that the Greffier of the States may appoint a secretary to the Committee of Inquiry to perform such duties connected with the inquiry as the President of the Committee may direct. It is possible that the States Greffe will provide the services of a secretary but that, if this is not possible, an officer may be seconded from another department, or a short-term contract post be approved for the duration of the inquiry. This will be a decision for the States Greffe and Human Resources Department.
